Request for Quotation (RFQ) Number MS-00-ESU31 is prepared in accordance with the format under Federal Acquisition Regulation (FAR) Part 12, Acquisition for Commercial Items, Subpart 12.6, and Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through FAR Circular 97-15. This is a small business set-aside. The Standard Industrial Code (SIC) is 3825 and the small business size standard is 500 employees.*** The United States Marshals Service has a requirement for Avcom Spectrum Analyzer Systems and options (or equals) to include the following: LINE ITEM 0001: Avcom PSA-65-C, 1250 MHZ (includes whip antenna) quantity 9, unit price $______ each; total amount $________. LINE ITEM 0002: Avcom Frequency Extender, 1250-2500 MHz, quantity 9, unit price $______each; total amount $________. LINE ITEM 0003: Avcom Frequency Extender, 2500-3750 MHZ, quantity 9, unit price $______ each; total amount $________. LINE ITEM 0004: Avcom 10 Khz Filter, quantity 9, unit price $______ each; total amount $________. LINE ITEM 0005: Avcom Video Demodulator, unit price $_______ each; total amount $________. Delivery is FOB Destination to the United States Marshals Service (USMS) Attn: Bill Hufnagel, 8730 Morrissette Drive, Springfield, VA 22152. *** Award will be made to the responsible quoter whose quotation conforms to the solicitation, is judged to be in the best interests of the government and presents the BEST VALUE in terms of price and past performance. For these reasons the government reserves the right to award to other than the lowest priced quote. Evaluation of quotes will comply with Federal Acquisition Regulation (FAR) Part 13 -- Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. Evaluation criteria is as follows: (a) Price -- Quotes will be evaluated for price reasonableness. Price reasonableness is a comparison of the proposed price with prices proposed by other quoters, the government's estimate and current market prices. (b) Past Performance -- The quoter shall submit evidence of having produced, and/or to whom it sold, Avcom or equal equipment. Evaluation of past performance will be based on quality of service, customer satisfaction and timely delivery. Quotes that do not meet the government's specifications, or take exception to government requirements, terms or conditions will not be considered. *** The following provisions and clauses are hereby incorporated by reference: FAR 52.211-6, Brand Name or Equal. Provision 52.212-1, Instructions to Offerors -- Commercial Items. As addenda to this provision, (a) the SF 1449 will not be used or accepted; (b) multiple awards will not be made for separate line items; a single purchase order award is anticipated; Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items is applicable to this solicitation.
