99 -- STORAGE OF ALL DESIGNATED PATIENT FILE JACKETS SOL RFQ 600-050-00BV DUE 042100 POC Brian C. VanOrman (562) 961-8043 The VA Network Business Center intends to award a Firm Fixed Price Contract. This requirement for storage of patient files is for Radiology Service located at the Veterans Affairs San Diego Healthcare System. Contractor is to provide database for central storage of patient files, which have been purged from Radiology file area. Services to perform, include to purge, pack and arrange for transportation for all designated patient file jackets. To provide and maintain a computerized database of all patients files. To provide unlimited 24-hour recall of any file within the program, including transmission back to the VA San Diego Healthcare via the Teleradiology system. Upon request from the VA San Diego Healthcare System, reports from patient file jackets will be faxed, or, if VA San Diego Healthcare System requests original jacket and its contents, contractor will send via a courier, UPS, Federal Express, U.S. Mail or other designated carrier. To protect patient the VA San Diego Healthcare confidentiality, patient files or report information will not be faxed, transmitted, or delivered to any facility other than the VA San Diego Healthcare System without written permission and destination instructions from the VA San Diego Healthcare. Contractor must specify delivery rates and handling charges, if applicable, for each jacket. Contractor will maintain all files in the original hard copy format throughout the Governments required five (5) year retention period. Contractor will purge patient files for silver recovery at the end of the five-year retention period, excluding any special handling of designated files such as pediatrics, mammograms, legal files, etc. Contractor must comply with all JCAHO, state and Federal regulatory requirements regarding the retention and off-site maintenance of X-ray files. Contractor will provide a TAP DICOM Gateway system and related software for the term of the contract to be used as means of viewing requested patient images. All software will remain the property of the Contractor. At the end of each legal five (5) year retention period, Contractor may make claim to and recovery for its own account the silver content of the patients films. The contract period is one (1) base with the option to extend the contract for four (4) one-year option. Full open competition will be sought. Solicitation will be issued o/a March 21, 2000 with proposal due o/a May 1, 2000.
