The design effort includes concept refinement, tool prototype and testing, systems integration, and preliminary design of the complete system. NASA/JSC intends to purchase the item from Oceaneering Space Systems under authority of 10 U.S.C. 2304(c)(1) and is supported by a Justification for Other than Full and Open Competition per FAR 6.302-1.
