plans to issue a Request for Offer (RFO) for System Studies of NASA
Aerospace Propulsion and Aiframe Technologies to guide technology
investment decisions. This proposed study effort includes support for
the Intercenter Systems Analysis Team. The Contractor will perform the
required studies and analyses using the Contractor's existing "robust"
design simulation system, incorporating fast probabilistic integration
techniques and NASA's simulation computer codes: NEPP or NPSSv1, NCP,
WATE, FLOPS, ANOPP, HSR Noise Prediction (including Jet Noise 8) or
equivalent, and ALCAA. Also, using its design simulation system, the
Contractor will perform the following activities: Technology Benefits
Assessment, Metrics Assessments including probability of success,
Sensitivities Analyses including Response Surfaces, Technology Trade
Studies and optimization, Propulsion cycle and flowpath conceptual
design, Aircraft Sizing, Mission and Acoustic analyses, and Cost
Estimation and Market Scenarios. The Contractorwill be required to
accommodate Secure Data Requirements (e.g. sensitive). This
solicitation is expected to result in an Indefinite Delivery Indefinite
Quantity (IDIQ) contract under which fixed-price task orders would be
issued. Each NASA Research Center would be able to issue task orders,
however, task collaberation between Research Centers is anticipated.
The maximum contract value is estimated at $9,000,000.00, with the
minimum contract value being $100,000.00. There is a potential for
multiple awards, however, in such a case the total maximum value of all
awarded contracts will not exceed $9,000,000.00. The period of
performance for this effort will be 5 years. The Government intends to
acquire a commercial item using FAR Part 12. The SIC Code and Size
Standard are 8731 and 1000 employees, respectively. The DPAS Rating for
this procurement is DO-A1. The provisions and clauses in the RFO and
model contract are those in effect through FAC 97-15. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about May
10, 2000 with an anticipated offer due date of on or about June 27,
2000. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
