The U.S. Environmental Protection Agency intends to negotiate a sole source contract with University of Arizona, Sponsored Project Services, 888 N. Euclid #510, P.O. Box 3308, Tucson, AZ 85722-3308 to analyze archived hair samples for mercury and develop related journal article, and provide databases resulting from the Arizona Border Study in the specified format. This is a follow-on project of the National Human Exposure Assessment Survey (NHEXAS) pilot studies in Arizona established through a competitive cooperative agreements by the U.S. EPA's Office of Research and Development (ORD). As the sole possessor of the complete data set from the analysis of the environmental and biological samples under the Arizona Border Study the University of Arizona is believed by EPA to be the only source capable of providing the required support. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is expected to be from date of award through 09/30/2001. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
