of Education intends to solicit proposals to conduct a five-year study
of the quality of school-level implementation of the Reading
Excellence Act. The study will assess the quality of school and
classroom-level implementation of REA; examine how REA programs are
structured and how they operate; determine whether schools that
participate in REA are improving the quality of reading instruction;
and assess whether student outcomes are improving in REA schools. Data
collection will be conducted over 3 school years through surveys and
classroom observations. In addition, the study will administer an
independent assessment to students over 4 school years Request
solicitation ED-00-R-0033. Anticipated issue date is April 26, 2000,
and the closing date is May 31, 2000. Request for copies may be made by
