REQUIREMENT FOR CAPABILITIES STATEMENT. This requirement was
previously advertised as a small business set aside action. It is
uncertain at this time if there are an adequate number of small
businesses to continue to set this procurement aside. This notice will
be amended to indicate whether this action will continue to be small
business set aside or if it will be processed under full and open
competition. The Environmental Protection Agency is performing a
"market search" for small business contractors to provide technical
support for the Office of Radiation and Indoor Air (ORIA). Technical
and analytical contractor support is required for (a) development and
evaluation of technical protocols for assessing exposures and health
impacts, diagnoses and mitigation of indoor air quality problems; (b)
risk assessment and the development/evaluation of risk management
approaches; (c) development of indoor air pollution source
characterization and emissions data and options for source control; (d)
development and analysis of biological data, information, and
methodologies; (e) development of data on building performance and
indoor air quality parameters; (f) conduct and analysis of building
studies; (g) analysis of ventilation performance, standards, and
guidelines; (h) development of technical and non-technical information
and guidance on building design, construction, operation, and
maintenance; (i) development of technology transfer materials; and (j)
publication and presentation support. A detailed Statement of Work of
this requirement can be found on the EPA website at
http://www.epa.gov/oam/rtp_cmd/. Any offeror interested in this
requirement must demonstrate the firm's ability to successfully perform
the requirement of the Statement of Work. The firms' response should
focus on such factors as general experience in indoor air quality,
specifically addressing demonstrated experience in (1) health issues
associated with poor indoor air quality, including collecting and
analyzing health data, assessing exposure risk, and developing and
implementing risk management plans; (2) developing technical guidance
which assesses the effectiveness, feasibility, and cost of methods for
measurement and reduction of exposure to indoor air pollutants; (3)
experience using appropriate statistical methodologies in data analysis
of volatile organic compounds and biocontaminants, their sources and
health effects (include examples of published studies). The applicable
SIC Code is 8748 with a size standard of $5 million in average annual
receipts over the preceding three years. ALL INTERESTED SMALL
BUSINESSES SHOULD FURNISH STATEMENTS REFERENCING THEIR CAPABILITIES
WITHIN FIFTEEN (15) DAYS OF THIS NOTICE. Please identify size status in
your response. It is anticipated that a cost plus fixed
fee/level-of-effort/work assignment type contract will result from the
award of this solicitation. The Government anticipates award of a
total level- of-effort of 90,000 direct labor hours consisting of a
base requirement of 10,000 and four twelve-month options of 10,000
labor hours each. In addition, the contract allows for options to
increase the quantity of hours for the base and four options periods by
8,000 labor hours in each period. It is anticipated that this
solicitation will be issued on or around 6/9/00 and that proposals will
be due 30 days after issuance. All responsible sources may submit a
