Plasma Physics Laboratory (PPPL) is seeking qualified firms located
within a radius of 50 miles, to enter into a Basic Ordering Agreement
(BOA) to provide Architect-Engineering (A-E) and construction
management services for various facility improvement projects at PPPL.
These projects range in size from $25,000 to $1,000,000. A-E services
to be provided include surveys/studies, conceptual design, and Title
I, II, and III work. Anticipated projects may include, but are not
limited to: (A) Mechanical Engineering including HVAC, refrigeration,
heating, pipe design, plumbing, fire protection, utilities, controls,
energy conservation; (B) Electrical Engineering including power
distribution below 600 volts, lighting, utilities, controls, energy
conservation; (C) Civil Engineering including structural and concrete
design, foundations, surveying, site preparation and related utility
services. Firms that meet the requirements described are invited to
submit a letter of interest and a completed Standard Form 254 within
ten calendar days of the publication of this ad. Submission of office
brochures or other documents is encouraged only to the extent that
these documents graphically substantiate the work specifically
described on the Standard Form 254. Selection of firms for negotiation
shall be through an order of preference based on demonstrated
competence and qualifications necessary for the satisfactory
performance of the type of professional services required, that
include: (1) Professional capabilities; (2) specialized experience and
technical competence, as required; (3) capacity to perform the work
(including any specialized services) according to established schedules
and costs; (4) responsive to PPPL requirements and specifications; (5)
past performance on contracts with respect to cost control, quality of
work, and compliance with schedules; (6) geographical location in
relation to the PPPL facility and knowledge of the locality where work
is to be performed; (7) proposed organizationalstructure, including
technical disciplines which would handle projects under the PPPL BOA.
It is contemplated that a two year term BOA(s), with PPPL having the
Option to extend, will be awarded to one or more firms, based upon
"best value". Responses must be received by 5 May 2000 to be
considered. Fax submittals will not be accepted. Submittals are to be
