The Army Telecommunications Directorate (ATD) has a requirement for nonpersonal services for local telephone exchange services for the National Ground Intelligence Center (NGIC), Charlottesville, VA. The proposed contract is for five years. The local exchange service provider, certified by the Virginia PUC, shall provide local commercial communications service for the NGIC which shall include, as a minimum but not limited to, local access for commercial business lines, transport channel services, directory number and number portability, local exchange access digital trunks, and data point-to-point circuits. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate in writing, whether they are large, small, disadvantaged and/or woman-owned businesses. For this acquisition, a concern will be considered small under SIC 4813 with size standard of 1500 employees. In order to be eligible for award of these services, offerors may be required to havea Basic Agreement with this office. This procurement shall be commercial Fixed Price with Economic Price Adjustment (FP-EPA) for tariff-driven proposed rates or Firm-Fixed-Price (FFP) for non-tariff proposed rates. The conference will be from 9:00 10:30 AM (approximately) and will be followed by a site visit from 10:30 3:30 PM or until completed. Please note all Security restrictions listed in the Basic Agreement, Site-Specific Sow and DD Form 254, attached to solicitation.
