0001 Reuters TRIARCH System w/24 accounts for Reuters 3000Xtra 12 mos.
Item 0002 Reuters Consultant Plus Allowable Travel Expenses. The
purpose of the requirement is to upgrade the current Treasury Reuters
3000 delivery service to the Reuters TRIARCH system. This will provide
Treasury the baseline infrastructure to support a World Class Market
Room. Proposals should cite "acquisition" cost (not rental cost) for
Item 0001. The World-Class Market Room (WCMR) project will provide the
Department of the Treasury with world-class capabilities to analyze
international and domestic financial conditions and economic news. The
Offices of Domestic Finance and International Affairs are the key
customers for the WCMR and seek the following objectives: 1. Establish
a Market Room to be the central point of dissemination of breaking
news on global financial conditions with a state-of-the-art Briefing
Room where senior officials can convene and expedite decision-making
processes with the benefit of real-time news and data. 2. Establish a
cross-functional organization to provide the first-level analysis of
economic news and financial data consisting of staff from the Office of
International Affairs, Office of Domestic Finance and possibly the
Office of Economic Policy. 3. Provide a financial data warehouse that
captures historical Financial Market Data (including Commodities,
Foreign Exchange, Equities, Money Market Instruments and Bonds) of
leading financial services provider's data. 4. Provide a set of desktop
analytical tools for data accessibility, data analysis and reporting.
2.0 REQUIREMENTS 2.1 SCOPE OF WORK: The contractor shall provide
non-personal information technology services through the conduct of
specific tasks in the Statement of Work. 2.2 TECHNICAL REQUIREMENTS:
(a) Provide a Datafeed for access to Reuters and other select data
service vendor information. The infrastructure should utilize a
protocol as the underlying data distribution architecture interface for
communication. The protocol should also provide the co-ordination and
control of data that ensures effective operation (b) The Datafeed will
service the Mian Treasury and will need to provide: server redundancy
(if one server fails, the users on that server will automatifally be
moved over to the other server transparently to the users); load
balancing between the servers; tie-in with the Reuters Satellite Dish
on the MT roof (c) The Datafeed will service, in addition, the Annex's
Disaster Recovery/Backup site and will need to provide: server
redundancy (if the MT servers both fail, the Annex server will
automatically pick up the load with transparency to all users); tie-in
with the Reuters Satellite Dish on the MT roof as possible (d) Should
all servers on the network fail, the proposal should include include
a backup mechanism for laptop access to the same information provided
through the workstation -- i.e. with the same real-time continuous
updating. Other Requirements: Real-Time Datafeed, Historical Feed,
System Infrastructure, Desktop Data Software, Data Access Control, WAN
Capability, and Developers Kit. 2.3 CONTRACTOR PERSONNEL-SUPPORT
REQUIREMENTS: (a) Local Washington DC Technical Support, including at
least two engineers with subject matter expertise in the system
infrastructure discussed above and possessing several years and
experience in installation, maintenance and support of such a system
environment (b) Local Washington DC Technical Support, including at
least one additional engineer availabel to assist in supporting the
current Treasury Reuters systems (c) Support Staff (Consultant)
available to provide solutions specifically designed to enable
improvements in on-time delivery of Treasury strategic projects,
productivity, efficiency, and customer satisfaction. This support staff
should be able to assist the engineers in the field in working on
specific issues where the engineers need a development interface or
liaison to assist the customer when issues are required to be escalated
(d) ability to source additional resources on a best-effort basis shold
additional support be required. 2.4 AFTER HOURS SUPPORT: Overtime may
be required on weeknights, weekends and holidays. 3.0 DATA/REPORTS AND
OTHER DELIVERABLES: The contractor shall deliver a status report by
the 10th working day of each month and a Task Summary Report at the
conclusion of the performance period. 4.0 PERIOD OF PERFORMANCE: From
Date of Contract through 30 September 2000. 5.0 PLACE OF PERFORMANCE:

20220 6.0 TRAVEL: The contractor shall conduct travel, as necessary to
perform the tasking. These costs shall be reimbursable up to a
specified ceiling. 7.0 EVALUATION CRITERIA: Award will be made on a
