(California) intends to solicit firms having the ability and skill to
adequately provide scientific and professional services contributing to
the timber sale program and other resources management activities. Work
will be at various locations throughout the State of California. Firms
are required to have an office in California. This solicitation will
consist of two major work categories, independent of each other:
Activity One and Activity Two. Firms may submit proposals for one or
both work activities. Activity One involves projects predominately in
support of, but not limited to, Timber sale Preparation such as
gathering resource data, compiling such data into reports for
subsequent NEPA analysis by Forest Service for resource management
activities. Task orders may include surveys involving cultural
resources, threatened, endangered, or sensitive species, soils,
geology, hydrology, and others. Logging systems and transportation
analysis may be included. Implementation of projects may include
locating timber sale boundaries, cruising and designating timber,
identifying sensitive areas such as cultural resource areas streamside
protection buffers and wildlife features while producing appropriate
documentation, such as electronic files or maps. Activity Two consists
projects in support of other Natural Resources Management such as
investigations, assessment and implementation of aspects of ecosystem
restoration, road decommissioning, or stream course restoration. Many
of task orders are similar to those for timber sale preparation
described above. Task orders may include surveys involving cultural
resources, threatened, endangered, or sensitive species, soils,
geology, hydrology, watershed analysis, transporation analysis, civil
engineering inspection or design and other professional services. The
contractor will be reqired to demonstrate a certain level of expertise.
Firms should have the capability of performing the work with in-house
personnel or demonstrate a successful past performance of management
over specialized professional and technical subcontractors. Two to five
contractors per activity will be selected for a basic performance
period of one year with two (2) one year renewal options. After award,
selected contractors will compete for individual work assignments,
which range from $5,000 to $200,000 with a majority of the assignments,
costing less than $50,000. The contract ceiling is $500,000 per year,
per firm. This is not guaranteed amount of work. This solicitation is
open to both large and small business firms. Interested firms should
