The FISC Norfolk Detachment Philadelphia intends to acquire Family Service Center services for the Naval Family Service Center (NFSC), Great Lakes, IL on an unrestricted basis. The proposed contract shall provide for the operation of the Navy Family Service Center at NFSC Great Lakes. The contractor shall provide management, supervision, quality control, labor, materials, supplies and equipment. The services to be provided shall include but not be limited to information and referral services, education and training, and counseling and individual assistance to all eligible beneficiaries. Services shall be provided on topics such as; family separation, stress, personal finance, job search skills, moving and relocating, services and facilities available in the local community, family relationships, consumer affairs, and the Navy's Family Advocacy Program. The contractor shall maintain individual case records, develop and modify programs, market programs, and have an evaluation system to monitor the acceptability of programs. Licensed counselors will be required for some programs. NFSC Great Lakes services personnel from 13 Midwestern states. A firm fixed price contract is anticipated, with a base period of performance running from 1 October 2001 through 30 September 2002, with four, one year options. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. The solicitation may require the submission of cost/price and technical proposals. It is anticipated that pre-proposal conference and site visit will be conducted prior to solicitation closing; time and date to be determined later. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Detachment Philadelphia. The anticipated release date for this solicitation is after 01 June 2000.
