procurement will use the TWO STEP METHOD to retrofit an automatic
storage and retrieval system (ASRS) and for on call emergency
maintenance and technical support. Step one consist of the request for,
submission, evaluation, and (if necessary) discussion of a technical
proposal. Step two involves the submission of sealed priced bids by
those who submitted acceptable technical proposal in step one. HK
Systems, Inc. owns copyrights on all software/firmware related to the
storage and retrieval machines at Anniston Army Depot. This
specification establishes a requirement (1) to retrofit an automatic
storage and retrieval system (ASRS) with new programmable logic
controllers and lser-based distance measurement/positioning subsystems
as described herein and (2) for on-call emergency corrective
maintenance and technical support on the ASRS as described in section
4.0 of this document. The on-call maintenance coverage shall be for a
one-year base period beginning with award of this contract, plus four
(4) one-year options. The maintenance coverage shall be renewable on a
one-year basis. This specification describes the upgrade, performance,
software development, documentation, training requirements, and on-call
emergency corrective maintenance requirements. The existing
communications protocol between the S/RMs and the manager computer is
proprietary to HK Systems, Inc. and can not be supplied for use under
this contract. All electrical installation, startup and integration
testing shall be performed by the contractor on site at Anniston Army
Depot, Anniston, Alabama. The contractor shall provide a turn-key
programmable logic controller (PLC) based controls upgrade and laser
distance measurement/positioning subsystem upgrade to each of six (6)
Unit-Load and three (3) Mini Load Storage and
Retrieval Machines (S/RMs) at buildings 513 and 398, Anniston Army
Depot, Anniston, Alabama. The S/RMs are fully automated (driverless)
storage and retrievalvehicles originally built and installed by HK
Systems, Inc., formerly Eaton-Kenway. The upgrade shall include
engineering, manufacturing, procurement of control hardware, software
development, installation, on-site startup, training and integration
testing of the system. Normal depot ASRS operations shall continue
throughout the entire duration of the upgrade. The contractor shall not
interfere with ongoing Government operations and production unless
authorized by the Contracting Officer. Only one (1) S/RM (storage and
retrieval machine) will be made available for the contractor to upgrade
(unavailable for Government use and off-line) at a time. It is
anticipated that the first S/RM upgrade will require about 7 calendar
days, 10 hours per day. The remaining S/RMs are expected to require
about five calendar days each, 10 hours per day to upgrade. Normal
depot working hours are 7:00 AM -- 4:30 PM Monday through Thursday, and
7:00 AM -- 3:30 PM every other Friday. The depot is closed Saturdays,
Sundays, Federal holidays, and every other Friday. Requests by the
contractor to work other than normal depot hours shall be coordinated
in advance with the Contracting Officer or his/her representative. This
solicitation will be issued electronically in accordance with FAR
4.501, 5.102(a)(7) and 14.205-1(c), therefore hardcopies will not be

Estimated issued date of request for technical proposal information is
26 Apr 00. CAUTION: Step One (the technical portion) of this
solicitation will be issued electronically as will any amendments
thereto. Technical proposals SHALL NOT include prices or pricing
information. Step Two involves the submission of sealed priced bids
only by those who submitted acceptable technical proposal in step one.
Because of this the Government is under no obligation and is in fact
unable to maintain a bidders mailing list. It is therefore incumbent
upon any interested parties to access the above Internet address in
order to obtain the document detailing our requirement for the "Request
for Technical Proposal utilizing the Two-step competitive procedures
for ASRS upgrade and on-call emergency maintenance." and any amendments
which may be issued. Failure to obtain any said amendments and to
respond to them prior to the date and time set for receipt of the
technical proposals and submission of sealed priced bids may render
your proposal technically unacceptable and result in the rejections of
same. All responsible sources may submit a technical proposal, without
