Air Show Management CONCESSIONAIRE EVENT MANAGEMENT FOR DOD OPEN HOUSE
AND AIR SHOW, DUE: 25 April 00. POC: Rita Fruge, Contract Specialist,

556-8211. Proposals are being accepted for 21st Services, Peterson AFB,
CO, DoD Open House and Air Show to be held for one (1) day, 9 Sept 00
at Peterson AFB, Colorado Springs, CO. Concessionaire will provide
events management activities including, but not limited to, soliciting
and managing attractions, concessions, marketing, advertising, VIP
hospitality, programs, and commercial sponsorship. PAFB reserves the
right to approve all participants and advertising. No commercial
sponsorship relating to tobacco or alcohol products is permitted. The
event will run from 0800 to 1630 and will be open to the general public
and selected dignitaries. Attendance is estimated to be 50,000
spectators. The successful concessionaire contractor will be encouraged
to solicit local (Colorado Springs) business participation to the
maximum extent possible. The event is free to the public and will
include aerial demonstrations by the USAF Thunderbirds and the US Army
Golden Knights. Other planned events include an F-15 demonstration
team, a B-2 fly-by, and an F-14. Concessionaire is encouraged to
provide additional civilian air show demonstrations consistent with the
overall theme of a DoD Open House and Air Show. Concessionaire will be
the sole provider of food, beverage, and souvenir services for the
entire event. Concessionaire will adhere to the state requirements used
for subsistence to prevent spoilage, contamination, etc. Concessionaire
will be responsible for providing self-contained concession stands and
canopies and will provide all associated set-up and tear-down as well
as the necessary utility services to operate the booths.
Concessionaire will submit a detailed proposed food and beverage menu
with prices. Base volunteers under the guidance and supervision of the
concessionaire will operate booths. Concessionaire will pay the
Non-Appropriated Funds Instrumentality (NAFI) a percentage of the gross
profits on the following: food, soft drinks, novelties, film,
sunscreen, programs, and sub-contractors. Concessionaire shall provide
booths to operate beer concessions under the 21st Services Squadron_s
beer license. Concessionaire shall also provide a minimum guarantee as
long as the show is not cancelled and does proceed as scheduled.
Concessionaire will submit a detailed proposed food and beverage menu
with prices, and a list of souvenirs, sundries, novelties, etc. with
prices. Promotional support, i.e., media, national/local corporate
support from food and beverage companies, is only allowed within
standard Air Force and Department of Defense guidelines. PAFB is
co-located on the City of Colorado Springs Airport property and the
successful concessionaire contractor will need to coordinate
extensively with the City/Airport and Peterson Air Force Base Air
Operations regarding air show operations. The Concessionaire will incur
all expenses to obtain all permits and pay all license fees.
Concessionaire will also comply with all municipal, district, and
national laws, rules, ordinances, and regulations, and any publication
published by the military relating to public health or applicable to
the resultant contract. Concessionaire will also assume complete and
sole liability for all national, state, and local taxes. This award
will be determined by the percentages of gross sales offered by
concessionaire, concessionaire_s technical approach, and
concessionaire_s relevant past performance. Requests for solicitations
