Design and Construction of Basewide Energy Distribution System, Phase I, Redstone Arsenal, Alabama: The Project scope of work (SOW) includes the design, construction, start-up, and validation of a repair-in-king project for improving the condition of the steam and condensate systems exterior to buildings within the Arsenal. The successful contractor shall prepare a design for repairing and/or replacing heating system components including, but not limited to the following: Steam (Sch 40) and condensate piping (Sch 80), Traps, Pressure Reducing Stations, Insulation, Jacketing, Supports, Condensate Receivers, Condensate Return Pumps, boilers, and new backup steam generators (natural gas). A two day guided site visit, prior to the Pre-proposal meeting, will be held on 16 17 May 2000. A pre-proposal conference will be conducted at the Post Theater on Patton Road near Gate 10 at Redstone Arsenal on 18 May 2000, 09:00. All interested offeror's are urged to attend. During this conference, the requirements set forth in the solicitation will be reviewed and discussed, with part of the conference to include a question and answer period. Tour of the site will precede the conference. See Section 00100, "Instructions, Conditions, and Notices to Bidders"; paragraph "Pre-Proposal Conference" of the solicitation for details on how to attend. This advertisement is subject to receipt of necessary environment clearances and/or permits. Bid documents are available on or about 2 May 2000. Estimated cost of work is over $10,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Bidders, subcontractors and Dodge Plan Rooms are required to self-register their firm or office on the Internet to receive one CD-ROM. Registration instructions are available on the Internet at http://www.sam.usace.army.mil. Neither telephonic, mailed, nor fax requests will be accepted. Actual solicitation amendments will be issued either by fax, 3.5" diskette or CD-ROM. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Critical Path Method (NetworkAnalysis System) is required. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years. This solicitation includes bid options, which may not be awarded.
