The solicitation for this acquisition is expected to be published on
April 26, 2000. WORK DESCRIPTION-The Project encompasses all final
design and construction necessary to build out an existing unused area
to accommodate a new Fitness Centerin room #WGN622, located on the
ground floor, west wing of the Army National Guard Readiness Center in
Arlington, VA. The unused space is adjacent to existing shower and
locker facilities which will accommodate the new Fitness Center. An
unfinished hallway, requiring upgrading, serves the locker
rooms/showers as well as the Fitness Center. The entire physical
fitness complex is currently served by an HVAC air handler with
sufficient capacity, adequate main electrical service, plumbing and
fire protection. Preliminary plans and project manual will be provided
and form the basis of the contractor prepared, final design, which
will require government approval before proceeding with the
construction. The design and construction includes but is not limited
to, the following work in both the hallway and the new Fitness Center:
minor interior demolition, interior concrete work, non load bearing
partitions, interior floor and drywall finishes, doors and frames, new
suspended acoustical panel ceilings, carpentry, architectural
woodwork, miscellaneous metal, ornamental handrails and railings,
thermal and moisture protection and building specialties. Also included
is HVAC duct and insulation installation, fire protection, plumbing and
insulation, electric heat, terminal high velocity units, air control
devices and testing and balancing. Also included is electrical conduit
and wiring with devices, lighting fixtures, fire alarm system,
telephone conduit and closed circuit television conduit and wiring. The
construction contract will be awarded using competitive negotiation
procedures and based on best value to the government using the
trade-off process. The Government shall use the two-phase design-build
procedures as listed in FAR 36.301 for solicitation and evaluation of
proposals. The best value criteria shall be evaluated in two phases.
Phase I proposals will be evaluated based upon the following factors,
in the following order of precedence: 1) Technical approach (not a
detailed design or technical information), 2) Specialized corporate
experience and technical competence, 3) Past performance and 4)
Technical qualifications (individual). Phase II proposals will be
evaluated based upon a best value trade off, with technical approach
being more important than price. The sub-factors of the technical
approach evaluation will be design concept, management approach, and
key personnel. The estimated price range for this project is between
$100,000.00 and $250,000.00. This acquisition is a 100% 8(a) set-aside.
The SIC code for this acquisition is 1542. The due date for submission
of Phase I proposals shall be 2:00 p.m., eastern standard time, May

WILL BE ACCEPTED. Any amendments issued to the solicitation will be
e-mailed or faxed to Contractors that have attended the pre-proposal
meeting. The electronic solicitation is expected to be available on or
about April 20, 2000 and will be published electronically only. The
solicitation, Project drawings and specifications will be available
upon written request (e-mail or fax) to the Contracting Officer at no
charge to the first twenty-five requestors. Only one copy of the
drawings and specifications will be sent to each company. A mandatory
pre-proposal conference will be held on May 16, 2000 at the Army
National Guard Readiness Center at 9:00 a.m., Eastern Standard Time.
Only firms attending the Mandatory pre-proposal meeting will be allowed
to submit proposals. Attendees are cautioned that parking is not
available on-site. Directions and further technical details will be
