Best Value Construction Services Task Order Contract (TOC). The United
States Property and Fiscal Office for the Ohio, is soliciting
proposals for multiple award, multiple-year maintenance, repair and
construction service contracts to provide all maintenance, repair, and
construction services for all Ohio Army and Air National Guard federal
contract requirements, within the state of Ohio. The contracts awarded
under the solicitation are intended to provide a timely response to
cover a broad range of maintenance, repair and construction services of
real property (i.e., carpentry, asphalt and concrete paving, roofing,
excavation, interior renovation, electrical, plumbing, painting,
demolition, masonry, and HVAC). Contractors will be given the
opportunity to identify the locations and dollar range for which they
will receive requests for proposal (RFP). The primary locations will
be; North West Ohio, to include Toledo ANG and Camp Perry; North East
Ohio, to include Mansfield ANG and Army Ravenna Training and Logistics
Site (Newton Falls Ohio); South West Ohio, to include, Springfield ANG
and Blue Ash (Cincinnati) ANG units; Central Ohio, to include, Camp
Sherman, Rickenbacker IAP (Army National Guard and Air National Guard).
The Dollar Ranges are $2,000 to $100,000; $2,000 to $500,000 and $2,000
to $2,000,000. Multiple awards will be made. Task orders will be issued
for a base period of one (1) calendar year from date of contract award,
with option to extend for four (4) additional one calendar year
periods. Task orders shall not exceed a cumulative amount of $20
million to any one contractor; and an individual task order shall not
exceed $2 million. Source selection procedures in accordance with DFAR
Part 215.305 shall be utilized for the basic TOC. Significant
evaluation criteria for the basic contract in descending order of
importance are: (A) Past Performance, to include company experience,
recommendations of past customers, Corp of Engineers Construction
Contractor Appraisal Support System report historyand company's DOD
experience. (B) Capability to perform this work to include, in house
skills/crafts, financial capacity to perform, subcontractor management
capability (to include plan for use of small and small disadvantage
business enterprises as subcontractors) and bonding capacity. (C)
Technical Management to include the experience of key management and
support staff and demonstration of a quality control plan. (D)
Contractor's ability to accurately estimate construction project costs
by evaluating pricing for a prototypical project. Interested parties

charge, estimated at $100, for reproduction and mailing of the RFP. Do
not send money with your request, Key Blue Prints will bill your
company for the actual cost of reproduction/mailing. Requests for the
RFP should be received by Key Blue Prints No Later Than 19 May 2000. It
is anticipated the solicitation will be available for distribution on
or about 22 May 2000. Proposals will be due on or about 23 Jun 2000.
All responsible sources may submit a proposal, which shall be
considered. This procurement is unrestricted, however, to satisfy
agency regulations and socioeconomic goals the contracting officer may
restrict competition for some projects to only small business,
emerging small business, or SBA 8(a) contractors who have been awarded
a TOC, provided that two or more small business, emerging small
business, SBA 8(a) contractors are awarded the TOC. Successful offerors
will be required to be registered within the Central Contractor
Registration (CCR) database prior to TOC awards being established.
