identify potential sources and to permit potential sources the
opportunity to provide comments, NASA/LaRC plans to issue a "Draft"
Specification for Replacement of the 14 X 22-Foot Subsonic Wind Tunnel
Fan Blades via the Internet on or about April 10, 2000. This document
is for information and planning purposes and to allow industry the
opportunity to verify reasonableness and feasibility of the
requirement, as well as promote competition. Inputs are being requested
from firms capable of performing the work required to Furnish, Install
and Test 10 Sitka Spruce Wind Tunnel Fan Blades. The blades will be
manufactured from laminated Sitka Spruce, and will be fiberglass
covered, in accordance with "Draft" Specification 1-141-GGL.1264, and
to the following design drawings: LD-514649 Blade Detail LD-514650 Fan
Drive System Coordinate Tables-Blade Sections LD-514615 Butt Details
Specifically, NASA is seeking corporate capabilities and experience for
providing laminated wooden fan blades. Unique requirements for this
project, include: -- Corporate experience in fabricating and machining
large complex wood/epoxy structures of similar size and shape (14 x 22
fan blades are approximately 16 feet long, have a finished weight of
about 700 pounds each, and have a complex contoured shape) -- General
knowledge of the wood lamination process -- Access to large wood
manufacturing equipment, including: * Large kilns * Large presses *
Contour cutting machines * Very large planers -- Access to a large
thermally controlled building -- Knowledgeable and experienced QA
department If sufficient sources are identified, there is the
possibility of future fan blade requirements, as there are several
tunnels at Langley Research Center which utilize wooden fan blades. One
such requirement could be the fabrication of 51 replacement blades for
the 16' Transonic Tunnel. Comments/input for this Sources Sought
Notice (SSN) are requested by May 19, 2000, however, inputs after that
date will be considered. The proposed "Draft" Specifications may be
downloaded as noted. You must request the drawings by calling the NASA
Langley Research Center Bid Distribution Office at 757-864-2547, and
citing SSN number SS-316. No solicitation exists, therefore, do not
request a copy of the solicitation. If a solicitation is released as a
result of this SSN, it will be synopsized in the CBD and on the NASA
Acquisition Internet Service. It is the potential offeror's
responsibility to monitor these sites for the release of any
solicitation or synopsis. Vendors having the capability necessary to
meet the stated requirements are invited to submit a capability
statement documenting their ability to perform all aspects of the
effort described herein. Responses must include the following: name and
address of firm, size of business; average annual revenue for the past
3 years and number of employees; ownership; and whether they are a
large, small, small disadvantaged, 8(a), women-owned, or Hub-Zone
business. The Standard Industrial Classification (SIC) code for this
SSN is 3728, with a size standard of 1,000 employees. Technical

is considered to be a commercial or commercial-type product. A
commercial item is defined in Internet "Note A" [INTERNET ONLY
(commercial product definition)] This SSN is intended to solicit inputs
to the proposed "Draft" Specification (including drawings) to provide
suitable replacement wooden fan blades for the 14X22-Foot Subsonic
Tunnel. This synopsis is not to be construed as a commitment by the
Government, nor will the Government pay for the information solicited.
Respondents will not be notified of the results of the review. Any
questions regarding this announcement should be directed to the
identified point of contact. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
