COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) This solicitation number
N68335-00-R-0305 is issued as a competitive request for proposal (RFP).
(iii) The solicitation and incorporated provisions and clauses are in
effect through Federal Acquisition Circular 97-16. (iv) This
solicitation is a small business set aside in accordance with FAR
52.219-6. SIC is 3563. This solicitation is a Brand Name or Equal in
accordance with FAR 52.211-6, Brand Name or Equal (v) Contract Line
Item Numbers (CLINS) are as follows: CLIN 0001 Ingersoll-Rand Utility
Air Compressor, Model P-175-WJDU, or Equal. 13 (thirteen) each. One
operation and maintenance manual shall be included with each unit. (vi)
The Air Compressor will be used with the A/M32U-13B Airborne Armament
Maintenance Trailers (AAMT) used in support of the USMC in the
expeditionary airfield environment. The compressor will be mounted on
a USMC trailer designed for rough terrain/field operation. The basic
configuration shall meet the following criteria: The compressor
assembly shall be totally enclosed and the enclosure be within the
maximum dimensions of 88 in. L x 53 in. H x 34 in. W and not to exceed
2000 lb weight. The air re-circulation /cooling doors shall open
upward. The air supply connections shall be in the vicinity of the
control panel. Unobstructed access shall be provided to the fuel fill
connection and all replaceable filter elements. The oil, water, fuel,
etc., servicing connections shall be located outside the enclosure. The
equipment shall be a standard product of the manufacturer. The
compressor unit shall be a heavy duty portable air compressor,
self-contained, fully enclosed, diesel engine driven and mounted on a
steel base. The minimum rated capacity shall be 175 cfm freeair
delivery at 100 psi with a maximum operating pressure of 125 psi. The
rated pressure shall be measured after oil separation. The compressor
unit type shall be single stage, oil flooded, asymmetrical rotary
screw, operating pressure range 80 -- 125 psig, with 100% stepless
regulation system. The compressor shall contain: two-stage, heavy duty,
dry type air cleaner with replaceable element; 25 micron or better
spin-on oil filter element; oil separation system, two-stage vertical
tank with oil level gauge and overfill protection; air-to-oil finned
tube oil cooler. The engine shall be diesel, John Deere model 3029D,
three cylinder, 57 bhp at rated speed, water cooled and 12 vdc
electrical system. Fuel tank capacity shall be adequate for approx. 10
hour continuous operating time. The engine shall meet 1998 emission
requirements; contain two stage, heavy duty, dry type air cleaner with
replaceable element; contain electric starting system with 700 cca
min. battery and starter protection; contain fuel / water separator.
The instrument and controls shall consist of: air discharge pressure
gauge; hourmeter; fuel level gauge; combo gauge consisting of
voltmeter, discharge air temperature, engine oil pressure and engine
coolant temperature; low fuel indicator lights; single motion starting
switch; low fuel level shutdown; cold weather starting aid; restricted
filter indicator. Two air supply connections with valves shall be 0.75
quarter turn type. The operating range pressure shall be preset to
100+/-2 psi. (vii) All items shall be preserved, packaged, packed, and
marked in accordance with best commercial practices. Delivery shall
commence within 6 weeks after contract award at a rate of 4 units per

Inspection and Acceptance at Destination. (viii) FAR 52.212-1
Instructions to Offerors -- Commercial, is incorporated by reference.
Addendum to FAR 52.212-1: All offerors competing for award are required
to provide a proposal in two volumes: Volume 1 -- Price Proposal,
Certifications and Representations, Volume 2 -- Operations and
Maintenance Manual and Descriptive Literature. Offeror is also to
provide the terms of commercial warranty of at least one year and past
sales history for the same or similar items. For example: the number
of units sold, customer sold to, point of contact, previous Government
contracts. Descriptive Literature must be furnished as part of the
offer. The literature is required to establish, for the purpose of
evaluation and award, details of the product the offeror proposes to
furnish. Technical acceptability will be based on comparison between
the descriptive literature and the salient characteristics stated
above. (ix) FAR 52.212-2, Evaluation -- Commercial Items is
incorporated by reference. Addendum 52.212-2 Para (a): Award will be
made to the lowest priced, technically acceptable offeror. Offers will
be evaluated on a strict pass/fail basis. (x) Offerors shall include
a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications, Commercial Item and DFARS
252.212-7000 Offeror Representations and Certifications, Commercial
Item (Nov 1995) with its offer. (xi) FAR 52.212-4, Contract Terms and
Conditions, Commercial Items is incorporated by reference. The
resulting contract will be firm fixed price (FFP). (xii) FAR 52.212-5,

are due by 3:00 p.m. EST, 01 May 2000 at the Naval Air Warfare Center
