54 -- TRAILER CLASSROOMS- PURCHASE, DELIVERY AND INSTALLATION SOL MDA410-00-R-0003 DUE 050199 POC David J. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and NO WRITTEN SOLICITATION WILL BE ISSUED. All proposals shall reference the Request for Proposal Number MDA410-00-R-0003. This solicitation document and the incorporated provisions and clauses are those in effect through FAC 97-16. It is the contractor's responsibility to be familiar with all applicable clauses and provisions. The Standard Industrial Classification (SIC) code is 2451. The Size Standard is 500 employees. The Department of Defense Education Activity (DoDEA) is an education activity and qualifies for academic/educational pricing. DoDEA has a requirement for the Purchase, Delivery and Installation of Trailer Classrooms for Laurel Bay, SC. Contract Line Item Number 0001: TRAILER CLASSROOM, quantity: eleven (11) each, inaccordance with attached specifications. SPECIFICATIONS: 1. Buildings to be purchased under this project are intended to replace in-place 24 ft. x 44 ft. trailers. After removal of the in-place trailers, required utility upgrades/ modifications will be performed by others prior to the installation of the new buildings. Existing wood steps and ramps are to remain in place and be utilized for the new buildings. Used buildings or materials will not be acceptable. Except where noted otherwise, building materials shall be of type and grade normally provided for modular classroom buildings approved for use by the South Carolina Department of Education. 3. Colors shall be selected from the vendor's currently available selections. 4. Building design shall meet or exceed following standards: (a) South Carolina Department of Community Affairs Standards. (b) Southern Building Code Congress. (c) National Electrical Code. (d) Uniform Plumbing Code. (e) Floor live load 50 PSF. (f) Roof live load 30 PSF. 5. Buildings shall consist of two 12' x 44' (nominal size) modules which shall be transported to the site and joined together in a weather tight and aesthetically pleasing manner. Modules shall be equipped with steel undercarriages, wheels, and hitches suitable for transporting modules to the site. Wheels and hitches shall be removed and stored beneath buildings after installation. Steel undercarriages shall be designed to distribute loads to the foundations and to maintain the structural integrity of the buildings after installation. FINISHES: (a) Exterior walls aluminum siding with standard trim package. (b) Roof galvanized metal roof covering, painted. (c) Interior walls vinyl coated gypsum board. (d) Classroom floor carpet with vinyl cove base. (e) Bathroom floor vinyl composition tile with vinyl cove base. (f) ceilings painted gypsum board, minimum 8' clear height. BATHROOM: Each building shall include one handicap accessible bathroom which shall include a toilet and wall mounted grab bars, lavatory, mirror (above lavatory), toilet paper dispenser, and paper towel dispenser. Provide a wall mounted drinking fountain with flexible spout outside the bathroom. FLOORS: Minimum construction shall consist of a suitable bottom board, 2" x 6" floor joists at 16" o.c., 5/8" tongue and groove decking, and R-11 insulation. WALLS: Minimum construction shall consist of 2" x 4" studs at 16" o.c., R-11 insulation, gypsum board on the interior sides, and aluminum siding on exterior sides. ROOFS: Minimum construction shall consist of trusses approved for use in South Carolina, plywood roof decking, R-19 insulation, gypsum board ceiling, and galvanized roof covering. WINDOWS: Provide a minimum of three 46" x 27" horizontal slide windows or other comparably sized operable windows. Provide venetian blinds on all windows. BUILT-IN FURNISHINGS: Provide two 4' x 8' markerboards, two 4' x 8' tackboards, and 25 heavy duty wall mounted hooks for student book bags, coats, and umbrellas. DOORS: Provide two 36" x 80" exterior steel doors with vision panels, panic hardware, and closers. Provide master keying for exterior doors, i.e. a key that fits both exterior doors in a building and a master key that fits exterior doors in all buildings. Provide a 36" x 80" bathroom door with privacy lock. Provide standard metal awnings above exterior doors. HEATING, VENTILATING AND AIR CONDITIONING: Provide a 3 ton wall mounted air conditioning unit, 10 KW heat strips, and a switch operated exhaust fan for the bathroom. LIGHTING: Provide 50 foot candle fluorescent lighting for classrooms with low glare lenses. Provide suitable lights for bathrooms. Provide wall mounted lights by exterior doors. ELECTRICAL: Provide service required for HVAC and lighting and a minimum of two 20 amp circuits and ten convenience outlets for classrooms. Provide a GFCI outlet in each bathroom. VENDOR shall be responsible for providing: Engineering services (limited to buildings); Sealed engineering drawings for the buildings; Engineered foundation drawings; Certificate stating asbestos containing materials were not used in the buildings; Module construction -- two (2) 12 ft. x 44 ft. (nominal size) modules per building; Delivery of modules to sites; Building installation; Blocking and leveling using concrete masonry unit piers; Removal and storage of hitches beneath buildings; Anchoring tie downs in dirt; Install floor and sand mate line "seam filler" on site; Install and seam carpet; Finish interior and exterior trim as needed; Waste water piping stubs through floor only; Skirting of buildings. GOVERNMENT shall be responsible for: Removal of existing 24 ft. x 44 ft. trailers on-site; upgrading/modification of existing utility lines, sidewalks, decks, and ramps so that new buildings can be installed in footprints of existing buildings; All site drawings, surveys, and soil tests; Local authority approval of building, foundation, decks, and ramps; Property and building set backs; All building permits and fees; Site preparation firm, level, and accessible by truck; Soil to have a 3000 pounds per square foot minimum compaction; Site security during the set-up phase; Utility connections for sanitary sewage, water, electrical, fire alarm, telephone, local area network, public address, and intercom systems; Installation of surface mounted outlets, hardware, and wiring for fire alarm, local area network, cable television, telephone, public address, and intercom systems; Landscaping, sidewalks, steps, and ramps. DELIVERY/ACCEPTANCE POINT: Delivery and installation is to Laurel Bay Schools, Laurel Bay, SC 29906 and shall be done in full on or before 7 July 2000. The Government may elect to award more than one award to accommodate to the quantity/delivery time. Vendors should propose the maximum number of trailers which they can deliver by 7 July 2000. The following clauses/provisions apply to this solicitation and are in effect through FAC 97-16: FAR 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items, with the following evaluations factors inserted in Paragraph "a." of this clause: "Proposals will be evaluated in terms of price, technical acceptability, and past performance. Technical acceptability will be determined by the government during technical review. Technical and past performance, when combined are approximately equal to cost or price. The following clauses/provisions are incorporated by reference: 52.212-3, Offerors Representations and Certifications-Commercial Items, which MUST accompany the offeror's bid/quote; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era.
