Solicitation Number N00421-00- Q-0266 is to be issued as a request for quote (RFQ). The Government intends to purchase on a firm fixed-price basis, and will award the purchase order on a sole source basis with IFR Americas, Incorporated, 10200 West York St., Wichita, KS 67215-8999 for the part numbers listed below, under the authority of FAR Part 6.302-1. This action is not being set-aside for small business as IFR Americas, Incorporated, a large business is the only known source capable of satisfying the Government's minimum requirement. IFR Americas MK12/Mode S IFF accessory Unit, IFF Transponder Test Set, and Transponder/DME Test Set are to be utilized to perform evaluation of first article units including the additional Transponder feature of Mode S. This test equipment is used by various facilities, and procedures for the required Transponder test that already exist using these units. First article testing of the CXP requires detailed test plans and procedures. Mode S is an International Civil Aviation Organization (ICAO) requirement for aircraft entering many areas of the European theater, a requirement for Traffic Collision and Avoidance System (TCAS), and a feature of the CXP that must be validated. The contract line item number and descriptions are: CLIN 0001 -- Part number 1404-110, MK XII/ Mode S IFF Accessory Unit (Qty 1 EA); CLIN 0002 -- Part Number 1400A-110, Transponder/DME Bench Test Set (Qty 1 EA), CLIN 0003 -- Part number 1404-110, MK XII/ Mode S IFF Accessory Unit (Qty 1 EA); CLIN 0004 -- Part Number 701-110, IFF Transponder Test Set (Qty 1 EA). Award is expected to be in MAY 2000. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received from interested parties by 1 MAY 2000 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
