757-492-7960 x2228 This is a combined synopsis/solicitation in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. The solicitation number,
USZA99-00-Q-0084, is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. This procurement
is unrestricted. All responses from responsible sources will be fully
considered. This contract action is for three pole cameras, with the
following specifications, Compact pole mounted infrared camera for
viewing difficult to access areas in complete darkness, camera should
be approx 2"x2"x2.25", no less than 380 horizontal lines of resolution,
at least six built-in infrared light sources, completely waterproof up
to 60', black and white camera, must completely illuminate an object,
from 10' away, in total darkness. Package must include an impact
resistant 12v Head-Mounted-Display that is light, (less than 6 ounces),
and comfortable to wear, made of billet aircraft aluminum, 320 x 240
pixel resolution, must be able to be worn as a stand alone unit, fit
under a tactical helmet, or clip to a Night Vision Goggle mount, must
have light-blocking device on eyepiece. Adjustable belt pack package,
wireless picture and sound transmission capability to remote viewing
station, rechargeable battery belt pouch, backup battery. Integrated
Pole expandable up to 18 feet in length, max collapsed length 50", min
extended length 10', expandable to 18', flexible rubberneck at camera
end. Remote Viewing Station, color flat screen active-matrix monitor,
min display size 6.4", compact, highly portable 7"x5"x3", 960 x 230
resolution, min 220,000 pixels, built-in wireless picture and sound
receiver, billet aircraft aluminum housing, four 3v lithium battery
powered, provide min of 90 minutes operation, battery powered, 110VAC,
or 12 volt powered with included cigarette adapter plug. Kit should
include accessories, impact resistant case, rapid one hour battery
recharger, 110v and 220v capability, miniature belt pack mounted VCR,
AC adapter and cigarette adapter. FAR provisions and/or clauses
referenced will be furnished in full tex upon receipt of written
request. Solicitation Provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items (June 1999) is hereby incorporated by
reference. Contractors are remined to submit a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items (Jun 1999) with their quote, if readily
available. If not, the clause will be forwarded for completion prior to
award. Questions pertaining to the solicitation must be submitted in

dated quotes referencing the RFQ number USZA99-00-Q-0084 must be
submitted no later than 4:30 p.m. 28 April 2000, to Thelma Escobar at
NSWDG, 1636 Regulus Ave, Bldg 313, Virginia Beach, VA 23461 or fax to
757-492-7954. The quotes must provide sufficient detail on the proposed
system to allow for the government to make a best value determination.
