NASA/JSC plans to issue a Request for Quotation (RFQ) for the purchase of the following commercial and ruggedized Multi-Protocol Communications boards for the X-38 Vehicle 201 and 201 Testbeds: 16 Level 1 (commerical grade); 19 Level 4 (conduction cooled); options to purchase 15 additional level 1 boards; options to purchase 15 additional level 4 boards. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Radstone Corporation of Montvale, NJ, on a sole-source basis, because the boards currently in use by the X-38 design lab are Radstone proprietary boards. No other vendor except Radstone is currently able to provide the compatible boards needed for the work. A justification for Other than Full and Open Competition stating a unique source: FAR 6.302-1, has been prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 19, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
