requirement to develop a pratical tool that can be used by
practitioners to evaluate and iteratievely assess urban street designs
in terms of the likely operating speeds resulting from drivers'
perceptions of design features, environmental factors, and operational
conditions. The objectives of this contract are: (1)to develop and
calibrate a method for estimating operating speeds based on drivers'
perception of design features, environmental factors, and operational
conditions on low-speed urban roadways; and (2) to integrate a set of
low-speed urban roadway design tools into an implementation package to
support designers and planners in achieving desired operating speeds.
This solicitation, all related documents and amendments, if any, will
only be released and available electronically through the Electronic
Posting System (EPS) at http://www.eps.gov under the "EPS for Vendors"
option followed by selection of the "DOT" Center. As such, no written,
telephonic, facsimile or email requests for the solicitation package
will be accepted. Interested parties can register at the aforementioned
site to receive procurement announcements by email. Since this
solicitation will only be available electronically, it is the
responsibility of interested parties to monitor the EPS website for any
solicitation amendments. All responsible sources may submit a proposal
