(703)602-7904 x542 This amendment to BAA N00024-00-R-5234, entitled
"Broad Agency Announcement for Low Cost Integrated Guidance &
Navigation Electronic Unit for Gun Launched Projectiles", published in
the Commerce Business Daily on 21 January 00, provides the format for
full proposal submittals, revises the evaluation criteria and defines
deliverable requirements. Deliverables The following shall be
delivered no later than 28 months from date of award: Five (5)
proof-of-concept units (conceptual GEU integrated into airframes and
ready for test firing.) Technical data for the conceptual GEU Source
code and documentation for the GEU developed software Cost model that
supports production costs Meeting Requirement: Quarterly Program
reviews at the Contractors facility Full Proposal Administrative
Guidance The Government will only consider proposals from Offerors that
have previously submitted a Concept Synopsis. All others should refer
to BAA N00024-00-R-5234 published in the CBD on 21 January 2000.
Offerors are requested to submit a technical proposal that: 1. Includes
a cover page, clearly labeled "Technical Proposal", including BAA title
and date, administrative and technical points of contact along with
telephone and fax numbers and, if the Offeror wishes to restrict the
disclosure and use of data in its proposal, the legend permitted by FAR
52.215-1. 2. Outlines the development approach for the GEU conceptual
design. 3. Includes a technical description to consist of clear
discussions of the concept and associated technologies being proposed,
tradeoff analysis, development objectives of the proposed effort,
major technical issues to be resolved to accomplish objectives, and
approaches to resolve these issues. 4. Describes how the conceptual
design approach will ensure that the GEU capability will meet the "Key
GEU requirements" and a current assessment with regards to each of
those requirements. As part of this include how the GEU will interface
with the other ERGM sub-systems, (e.g. batteries, telemetry, Canard
Actuation System (CAS) and DCI). 5. Outlines the software engineering
approach, to include: The development process, design, and
documentation standards, and evidence that these standards have been
implemented and result in a disciplined software development. The
process and metrics by which the software engineering approach will
support management's ability to track and predict development progress
and program quality. An overall approach to ensure the software
development process meets end system performance objectives. 6.
Addresses past performance on three most recent contracts with
integrating similar systems. 7. Includes a near-term schedule with a
detailed plan of action and milestones. 8. Includes a far-term schedule
that includes a detailed outline of how the Offeror plans to meet the
Fiscal Year 2004 IOC deadline. 9. Includes a complete and detailed path
for gun-hardening verification. 10. Details an approach to testing: to
include bench testing, canister testing and flight testing. 11.
Identifies any GFE and/or GFI required for the proposed GEU development
and specifies GFI/GFE need dates. 12. Discusses the need for all up
round integration support, technical design agent support, range
support, testing support and facilities required. 13. Includes a
managerial description, to include partnering arrangements if any, list
of key personnel, specific prior experience of Offeror in the
technology areas addressed, facilities, and a description of the
engineering documentation server and Government access thereof. 14.
Includes an estimated production unit cost. 15. Includes a one-page
curriculum vita for each the Principal Technical Investigator, Project
Manager, and other key personnel. The vitae will not count toward the
page limitation. 16. Lists and describes the items of technical data
proposed for the conceptual GEU 17. Includes a list of technical data
and computer software proposed for delivery with less than Government
purpose rights in accordance with DFARS 252.227-7017. Each Offeror
shall submit a cost proposal that shows an accurate funding profile on
a monthly basis, partitioned by major tasks with rationale/assumptions
and estimating approach used in determining the development cost
estimate. Cost data shall be broken down to show all costs expected to
be incurred. This cost proposal should accurately reflect the proposed
technical effort. Evaluation Criteria Proposals will be evaluated and
selected based on the technical and cost criteria specified below. The
Government considers technical to be significantly more important than
cost. Within the technical criteria, sub-factors are listed in
descending order of importance. TECHNICAL CRITERIA a. Credibility of
technical concept b. Technical maturity as it relates to realism of
development schedule and achievement of a 2004 IOC of the proposed
concept. c. Quality of Key GEU performance trades versus production
unit cost trade analysis. d. Adaptability to allow for future
technology changes. e. Growth potential of proposed concept into an
All-Up Round guided projectile. f. Past Performance g. Rights in
technical data, computer software, and source code COST CRITERIA The
Government may consider funding availability, developmental costs and
realism thereof, and stated rationale for the proposed cost. The
technical proposal (exclusive of proposal cover pages, table of
contents, glossaries of abbreviations, tabbed dividers, title pages,
resumes and past performance data) shall be no more than 75 pages and
will be evaluated on only 75 pages. The narrative material in the
proposal shall be single spaced, typed or printed in New Times Roman
font with type no smaller than 12-point font. Paper shall be 8-1/2 x 11
with a minimum margin of 1 inch around the page. Any typed narrative
included on graphics pages may not be smaller than 8-point font.
Foldouts are not permitted. Proposals shall be UNCLASSIFIED. The
proposal shall be bound in three-ring binders to permit removal of
sections. Offerors shall provide one hardcopy of the proposal and one
electronic copy of the full proposal in Microsoft Word 97. The
technical proposal will serve as the basis for the work to be
accomplished and may be incorporated by reference into any resultant
contract. Each task description shall be written to facilitate
evaluation and acceptance without the need for major rewrites if
incorporated into the resultant contract. The Government desires
Government purpose rights in all technical data and computer software
delivered under any contracts or agreements awarded pursuant to this
BAA. Full proposals not considered to have sufficient scientific merit
or relevance to the needs stated in this BAA may be declined without
further review. The cost proposal shall be separately bound in a
three-ring binder to permit removal of sections. Offerors shall provide
an original and two copies of the cost proposal and one electronic copy
of the cost proposal in Microsoft Excel (MS Office 97 compatible
format). General Information The Government anticipates making multiple
awards pursuant to this BAA. This BAA should not be construed as a
commitment or authorization to incur costs in anticipation of a
resultant agreement. The Government will not necessarily fund all
acceptable proposals and reserves the right to award on all, some, or
none of the proposals received, or to fund separate, definable pieces
or parts of proposed efforts, depending upon funding availability. To
be considered for fiscal year 2000 funding, full proposals must be
received by 2:00PM Eastern Daylight Time on 25 May 2000. Proposals

timeframe, pending funding availability. Award(s) may be in the form of

Full proposals received after the published due date will not be
considered for funding under the Fiscal Year 2000 program. The
Government reserves the right to select for award all, some, or none of
the submissions. Offerors may submit unclassified questions concerning,
or requesting clarification of, any aspect of this announcement in
