This is a follow up report on the analysis of the Great Lakes
Icebreaking buoy Tender (GLIB) preliminary manpower requirements
estimate report of December 1998 prepared by AmerInd and should
reference the following Government Furnished Information (GFI):
Logistics Management Institute (LMI) October 1999 manpower study, the
Great Lakes Icebreaker Point Design (Multi-mission icebreaker with
Azipod Drive Units) Great Lakes Icebreaker Performance Specification,
GLIB Integrated Logistics Support Plan (ILSP) and the Great Lakes
Icebreaker_s Operational Requirements Document (ORD). This follow-on
study will incorporate the assumptions outlined in the October 1999
Manpower Requirements for the Great Lakes Icebreaker _ Validation,
Review and Update Report completed by Logistics Management Institute
(LMI). The LMI study reviews and updates the original Amerind Study
assumptions, provides new manpower estimates based on the most recent
information available and makes recommendations regarding future
efforts to size the workforce of the Great Lakes Icebreaker (GLIB).
This analysis will update the first Amerind Manpower Model and will
refine the staffing requirements to reflect the preferred alternative
and maintenance philosophy as described in the ORD, ILSP, Performance
Specification and Point Design. The proposal is for services for which
the Government intends to solicit and negotiate on a sole source basis
with Amerind Inc. Suite 400. Alexandria, Va 22314. Interested persons
may identify their interest and capability notice of intent, however
this is not a request for competitive quotations. All quotations must
be received via fax: (202)267-4727 Attn Teddy Robey, SK2, USCG, or John
K. Macy, SKC, USCG by April 18, 2000. A determination has been made by
the Government not to compete this proposed contract based upon
respones to this notice is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurment.
