D -- ENHANCEMENTS/CORRECTIONS TO EXISTING SOFTWARE APPLICATION DUE 042700 POC Charles Roche, Contracting Officer, 202-653-7263 MSPB is planning to award an order to Dataware, Inc., for enhancements that are needed to existing software. MSPB has been developing an in-house legal research datebase with the use of a software tool developed by Dataware, specifically Dataware 3.1, Publisher II. Additional customization is needed to enhance the system. Due to the magnitude of the modifications and enhancements, we believe only Dataware can produce the changes in the most expedient and economical manner, since it has been working on the development for over a year. Dataware has the in-depth knowledge of both its software and the MSPB databases, and as the original developer of the software, we believe an award to any other source would result in substantial duplication of cost to the Government and would cause unacceptable delays in fulfilling our requirements. Respondents should provide sufficient information to permit MSPB to make a determination that the respondent has the expertise needed to work with the above noted software product to meet MSPB's needs in a timely and economical fashion.
