SOURCES SOUGHT Sources are currently being sought for an OMB A-76 Cost
Comparison Study that examines the possibility of converting
Government "in house" operations to contractor operations at the Devens
Reserve Forces Training Area (Devens RFTA), Devens, MA. The functions
involved to date are Public Works, Information Management Services,
Logistics Support Services, Plans and Training Support and Safety
Management Services. The following is a basic description of what will
be contained in the Performance Work Statement. Public Works Provide
engineering services to all activities supported by the Devens RFTA to
include: maintenance, repair and minor construction, snow and ice
alleviation. Provide environmental services to comply with local, state
and federal standards and laws. Provide engineering design services.
Provides emergency services as required. Information Management
Services Information Management Services -- Includes, but is not
limited to, automation services, copying and reproduction, management
of official publications/records/forms and publications, postal mail
services, and telecommunications services to Devens RFTA organizations.
Perform operational duties in support of the Devens RFTA staff, AT/IDT
soldier, and installation tenants associated with the IM mission such
as, but not limited to, micro and mini computer systems, hardware and
software installations, maintenance, help desk support and WWW,
e-mail, network and ISP administration. Provide Systems Administration
for over 15 military automated software systems and numerous COTS
systems to over 18 buildings on the Devens Fiberoptic LAN. Perform
operational duties associated with telecommunications including, but
not limited to, voice, data and point to point circuits, cellular
telephone service, cable television services and VTC services.
Logistics Support Services Provide transportation services and supply
services to military units, activities and other federal agencies
within the Devens RFTA area of responsibility as defined inAR 5-9.
Transportation includes, but is not limited to, material movements,
personnel movement operations, unit movement coordination (AUEL), and
installation vehicle support (General Services Administration (GSA)).
Supply services includes, but is not limited to, stock control
operations, ordering of supplies, warehousing, packing, property
control and central receiving and shipping operations. Operates the
Ammunition Supply Point (ASP). Plans and Training Support Schedules,
maintains and safely operates various ranges, training facilities and
training areas to include, but not limited to, small arms firing
ranges, M60/SAW Sniper range, 81mm mortar range, compass courses,
confidence course, NBC Chamber, POL refueling points and medical
training sites. Schedules use and maintains classrooms. Schedules and
maintain billets. Operates a training and audio visual support center,
to include but not limited to, a photo section. Operate warehousing
operations in support of training mission. Safety Provide safety
services to comply with Army and OSHA standards. Services include, but
are not limited to, inspections, accident investigation, training,
radiation protection services, investigation of employee complaints of
unsafe/unhealthful working conditions and safety promotion. The
anticipated SIC Code for this acquisition is 8744, Facilities Support
Management Services. Businesses, including their affiliates with annual
receipts of $20,000,000 or less during the past 12 months are
considered small. Government Furnished Property/Equipment will be
turned over to the contractor to perform required services. Respondents
must identify expertise in the above functions by submission of a
capability statement; past performance (3-5)years, client, point of
contact, estimated value). Respondents must identify their business
status, i.e., women-owned, Native American 8(a) or small business.
Capability statements should not exceed 10 pages. The contract will
provide for a 60 day phase in period. Basic period of performance is
anticipated to be from 1 Sep 2002 to 31 August 2003, with four one-year
