Norman Ward, RCS (606)253-8880 The Federal Bureau of Prisons (BOP),
Mid-Atlantic Regional Contracting Office, intends to award a multiple
year contract providing TeleHealth Consultation Services. These
services shall be provided to the Federal Bureau of Prisons, Federal
Correctional Facilities at Manchester and Ashland, Kentucky. The
TeleHealth Consultation Services to be provided by the contractor shall
consist of Psychiatry, Dermatology, Dietary Counseling, Continuing
Professional Education, Cardiology, Orthopedic Surgery, Ophthalmology,
Urology, Neurology, General surgery, Rehabilitative Medicine,
Pulmonology, Endocrinology, Gastroenterology, and infectious Disease.
Additional healthcare disciplines may be incorporated by bilaterally
agreed upon clinical guidelines between the BOP and the Contractor. The
services shall be consistent with the standards of both the Joint
Commission on Accreditation of Health Care Organizations and American
Correctional Association. The Contractor shall be responsible for
furnishing all necessary professional health services staff whose
duties include, but are not limited to: diagnosis; consultation;
reporting; management; oversight; and training necessary for the
performance of this contract. The contractor must also provide a Point
of Contact (POC) who shall be responsible for the delivery of health
services under this contract. The POC shall have the full authority to
act on behalf of the contractor in all matters relating to the daily
operation of the contracted TeleHealth services. The contractor shall
designate this individual in writing prior to the start-date of the
contract. It is anticipated that the contractor will be required to
conduct Psychiatry Services for a single 4 hour session per week;
Dermatology for a single 4 hour session every two weeks; Dietary
Counseling for a single 2 hour session per week; Infectious Disease for
a single 4 hour session per week; Continuing Professional Education for
a single 2 hour session per month; and, any remaining specialities will
require clinics estimated at a single 2 hour session per week. The
sessions will be scheduled between the hours of 7:30am and 4:00pm,
Monday through Friday. The Bureau of Prisons anticipates a firm-fixed
price type contract with a single base period of 12 months, and four
(4) 12 month option periods. The anticipated issue date of this
solicitation is on or about May 8, 2000; closing on or about June 15,
