CSAP will award a one year contract with four option years. This Indefinite Delivery Indefinite Quantity (IDIQ) performance-based contract is designed to meet the needs of the CSAP and SAMHSA to perform highly focused tasks. This contract will be used as a means of providing services to CSAP/SAMHSA officials and staff to help them achieve their individual Office/Division missions in a timely manner. The contract requires quick response capability, with performance according to specifications identified in individual Task Orders that will be issued over the life of the contract. The contract will enable CSAP/SAMHSA to improve its technical, management, and administrative operations by significantly reducing the amount of time and labor required to obtain critical contract services and products. Tasks are anticipated in the following ten (10) domains: I. Policy Development Tasks II. Program Development Tasks III. Data Acquisition & Analysis Tasks IV. Evaluation Tasks V. Program Marketing and Communications Tasks VI. Technical Assistance and Training Tasks VII. Decision Support System Tasks VIII. Computer Simulation and Modeling Tasks IX. Management Information Systems Tasks X. Web and Extranet Site Tasks A DRAFT Statement of Work, DRAFT Performance Standards and Draft Proposal Instructions will be posted at the SAMHSA web site. The items are posted to obtain industry comments, and industry standards, if applicable. Comments should be sent electronically to mringo@samhsa.gov. Comments will be received until April 24, 2000. The estimated date for issuance of this RFP is May 2, 2000 with responses due June 6, 2000. This solicitation may be obtained in any of three ways; by mail; picked up in person at 5515 Security Lane, Suite 640, Rockville, MD 20852; or, electronically at the SAMHSA web site: http://www.samhsa.gov/contracts. Files will not be made available on the Web Site until after the estimated issuance date. If you have a continuing interest in the RFP, notify the individual identified below that you wish copies of amendments to the RFP (if any) sent to you, or check the Web Site regularly for amendments which will also be posted there.
