R -- PAYMENT OF PATENT MAINTENANCE AND ANNUITY FEES SOL 263-00-P-(AB)-0032 DUE 052700 POC Ann Bryant, Contract Specialist, 301/402-3080 The National Institutes of Health, Office of Technology Transfer, Rockville, MD, intends to negotiate with Computet Packages, Inc., 414 Hungerford Dr., Rockville, MD 20850a 22182, the only known source, under the authority of FAR 6.302-1 for these particular services. The purpose of the project is to provide patent maintenance and annuity fees for the protection of inventions of PHS employees in foreign countries. Countries general included, but not limited to Japan, Canada, Australia and the European Patent Office. Offeror must be knowledgeable of patent laws in each foreign country. At least 1967 active patents are currently filed throughout the world and in multiple settings (various countries). A total of 3,660 payments are estimated per year. Payments must be made in foreign currency, requiring a native foreign associate to present the payment. The performance period shall be for a twelve month period, with four (4) additional twelve month option periods. The Governemnt reserves the right to exercise the options. In addition to the services provided, deliverables include reports, such as: quarterly (tax reviews); invoice, post invoice (paid & non-paid cases), settlement (debits & credits) and receipt of payment (after recording) The Contractor will be paid on a monthly basis following satisfactory performance of the aforementioned services. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a within 45 days of this notice. A determination by the Government not to compete with this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
