The Air Armament Center (AAC), Armament Product Group, Directorate of
Aerial Targets (AAC/WMRA) plans to award a sustainment engineering
contract for USAF and US Army MQM-107D/E Sub Scale Aerial Targets. The
MQM-107D/Es are operated by the Air Force at Tyndall AFB, FL and by
the Army at Fort Bliss, TX, White Sands Missile Range (WSMR), and
Redstone Arsenal, AL. This contract will provide annual options for
hardware and software sustainment engineering and related tasks. The
period of performance is planned to be for a basic year and up to 3
option years. The total contract value including annual options is
estimated to be less than $4.0M. Currently, BAE Systems (formerly
Marconi/Tracor) provides sustainment engineering through the existing
MQM-107E production contract. The purpose of the new Air Force contract
is to continue the sustainment engineering in support of the initial
fielding and check out of the MQM-107E and until the aerial targets are
depleted from the Air Force inventory within the next 3 to 5 years. The
principal focus of sustainment engineering tasks will be on the
MQM-107E integrated flight controller (IFC) and the associated
hardware-in-the-loop (HWIL) 6 degrees of freedom flight simulation
using the MQM-107E IFC. Other tasks will include hardware and software
engineering and technical support in response to sustainment tasks to
improve the performance, operability, supportability, reliability, and
maintainability of the MQM-107D/E. The government does not own a
complete, ready to use technical data package to support sustainment.
After contract award, there will not be sufficient time available for
a potential offeror to become trained without serious impact to user
support. The program office plans to award the sustainment-engineering
contract effective 1 August 2000. Responding firms must have a secret
level security clearance and must be export control certified in
accordance with DoD 5230.25. Export control certification may be
obtained through the Defense Logistics Services Center (DLSC), Battle
Creek, MI, 49016-3412, telephone 1-800-352-3572. Responsible sources
who feel they meet the above requirements are invited to submit a
Statement of Capabilities (SOC) in writing no later than 20 days from
the date of this announcement to AAC/WMRA, ATTN: Mr. Andrew Jacobs, 102
West. D Avenue, Suite 300, Eglin AFB, FL 32542-6808. The SOC (limited
to 25 pages, 8 12 by 11 and 12 point font) should include and briefly
describe: (1) plant and professional engineering resources; (2)
knowledge of the technologies involved; (3) specific experience with
the MQM-107E and associated airborne and ground subsystems, integrated
flight controller (IFC) hardware and software, the IFC
Hardware-in-the-Loop (HWIL) Simulator hardware and software, and test
equipment; (4) experience with related field and depot levels
engineering support; (5) what aerial targets the firm has supported;
and (6) a summary of relevant work over the past 5 years with
highlights of specific MQM-107D/E engineering tasks, contract number
and type, summary of work performed and customer point of contact. This
is not a request for proposal and is not to be construed as a
commitment by the Government. Any hardware or software sustainment
engineering support that the Government may elect to procure as a
result of responses to this inquiry will be announced separately.

prospective requirement and can address concerns from offerors or
potential offerors. The ombudsman does not diminish the authority of
the program director or contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate government personnel. When requested, the ombudsman shall
maintain strict confidentialityas to the source of the concern. The
ombudsman does not participate in the evaluation of proposals or in the
