732-323-5198. Contracting Officer is Christopher Veith. The Naval Air
Warfare Center Aircraft Division Lakehurst intends to issue a delivery
order to RAE Systems (Sunnyvale CA) under contract N68335-98-C-0156
for a minimum of 300 gas detection units. This acquisition is for a
commercial product for which the Government does not own specifications
or drawings to permit full and open competition and for which a
contract currently exists. Firms with a commercial product capable of
meeting these exact performance requirements at this time should
contact the Government POC. See Note 22. The requirements of the
detection unit to be supplied under the RAE Systems contract are as
follows: 1. The equipment shall be capable of mounting on the forearm
of personnel while they wear full protective clothing and armament. 2.
The kit shall have the following components and capabilities: a.
Rugged weatherproof composite case contained in 1/8" rubber covering.
b. Velcro strap for mounting to personnel forearm. c. Non-intrusive
silent alarm to allow notice to user in ambient noise greater than
120dB in addition to standard audible and visible alarms (note: use of
silent "vibration" alarm must not disable normal audible alarm). d.
Training VHS video to include operation, interpretation of data and
maintenance. e. Device to alert user in the event of exposure to
Lewisite, Mustard, Sarin (GB), Soman (GD), Tabun (GA), VX and other
Chemical Agents containing volatile organic compounds. In addition,
device must alert user to:  levels of oxygen less than
19.5% by volume  explosive gas mixtures greater than 5% by
volume  Dangerous levels of Carbon Monoxide and Hydrogen
Sulfide. f. Device must be powered by rechargeable NiCad batteries with
charge and have the capability of utilizing backup alkaline battery
power. g. Device must be capable of operating 10 hours minimum time
with pump running at low speed. The device will be factory configured
with the pump to run on high speed to provide the quickest response to
chemical hazards. h. Display must include test messages in addition to
numerical readout. i. Device must be approved UL intrinsically safe for
Class I, Division 1, Groups A, B, C and D j. Device must store all
calculations in memory and be capable of transferring data to PC
w/windows based software supplied. k. All parts and maintenance on the
device must be covered under warranty for a period of three years to
include calibration, level one maintenance twice annually and parts and
labor. l. Complete kit shall be housed in a lockable, unbreakable
waterproof case. A metal case is unacceptable. m. Device must be
capable of normal operation between 3 degrees and 113 degrees
Fahrenheit n. Gas detection device must be a single, portable device.
Proposals of multiple devices to meet technical requirements are
unacceptable. o. Must be compact size (to easily fit on forearm), light
weight (so as not to cause user fatigue), and must be capable of use in
