This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number DACW17-00-B-0026 is issued as an invitation for bid (IFB). Solicitation is issued on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. SIC Code is 4953. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13 and Defense Acquisition Circular 91-13. An offer for each line item listed below must be furnished. ITEM DESCRIPTION QUANTITY U/I 0001 Tree and Debris Clearance and Removal 1 LS The purpose of this contract is to provide tree and debris (vegetative) clearance and removal from the South Florida Operations Office facilities, to include the Herbert Hoover Dike, as a result of wind and lake surge from Hurricane Irene. It is highly recommended potential bidders conduct a site visit prior to submitting a bid, scheduled for April 19, 2000, 10:00 a.m. Point of contact to arrange site visit shall be Howard Peek at (941) 983-6964. The contractor shall provide all labor and equipment to remove and dispose of all trees and debris in accordance with the contract requirements. Total quantity of trees and debris to be cleared and removed is estimated at 335,108 CY. Debris removal shall include, but not be limited to, all debris such as trees, large limbs, branches, drift wood, deposits of aquatic plants and man made debris, etc. Debris removal work limits shall include all identified recreation areas,(see attachment #1), drainage and water control structures, boat ramps, rip rap, toe ditch, etc., to include the entire levee boundary, as identified, (see attachment #1), land and lake side, down to the water's edge. All debris that is located partially on land and partially in the water is to be removed by the contractor. Debris disposal operation shall be accomplished by one of two methods, or a combination of the two. One consists of placing natural debris into suitable piles on the levee berm and disposing of by burning. The second option consists of utilizing a wood "chipper" for disposal. If the contractor elects to use the "chipper" method, all chips shall be collected by a suitable method, as approved by the COR, and disposed of off government property. All existing debris on the levee, which has previously been placed into "wind rows", shall be put into suitable piles and disposed of by either burning or chipper operation under this contract. The contractor shall have full responsibility for obtaining any and all required permits associated with applicable disposal operations for both debris and tree removal. All debris not totally consumed during disposal operations shall be disposed of off government property in accordance with all local, state, and federal requirements. After disposal operations have been completed, the entire work area shall be graded to a condition suitable for levee mowing operations by others. At each burn pile, and areas disturbed by grading operations, the contractor shall re-seed with Pensacola Bahia to establish a suitable stand of grass. Seed application shall be at the rate of 25 lbs. per acre. TREE REMOVAL: Tree removal shall include all downed, broken, and leaning trees on, or adjacent to, the levee berm at various locations (see attachment #1). Trees that are partially on the levee and partially in the water, or wood line, shall be removed to include stumps. All badly leaning trees facing the levee berm shall also be removed. The contractor should make note during removal of identified trees if it is possible additional standing trees will fall during removal operations. If this should occur, these additional trees will also be considered debris and shall be disposed of accordingly. At the specific site location of Culvert #1 South toward Joe's Fish Camp(approximately 3.1 miles) the contractor shall remove all trees including downed, leaning, broken, and standing trees on the lake side, to include trees that actually may be in the water. Tree removal shall include removal of all tree stumps. The contractor shall also perform clearing and grubbing operations of all woody stem vegetation on levee berm down to the water edge. In section "D, south of the structure, the contractor shall remove all trees (approximately 0.1 miles)on lake side, to include trees that actually may be in the water. For the remainder of this section, remove all downed, leaning and broken trees, to include all debris, on or adjacent to the mowing right-of-way. At the area between C-10 and S-352 (see attachment #2)the contractor shall remove all trees (excluding trees located in Pahokee Park boundary limits) including downed, leaning, broken, and standing trees on the lake side. Tree removal shall include removal of all stumps. The contractor shall also perform clearingand grubbing operations of all woody stem vegetation on the berm down to water edge. This section shall also include the removal and disposal of all downed and broken trees on the land side toe ditch. In section "F" the contractor shall remove all downed trees and debris on lake side to water edge. All trees having broken limbs shall be trimmed as applicable to maintain a uniform appearance. The contractor shall also remove all existing stumps. All removed trees and stumps shall disposed of by utilizing a wood "chipper (tub grinder). The contractor shall dispose of all wood chip debris off government property in accordance with all applicable local, state, and federal requirements. All debris not totally consumed during disposal operations shall be disposed of off government property in accordance with all local, state, and federal requirements. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies.
