This acquisition is set aside for offers from contractors qualified in accordance with Section 8(a) of the Small Business Act. The standard industrial classification (SIC) code for this acquisition is 4226. The work to be performed under this contract requires access to and handling of classified information up to and including "Secret". The contractor must have facility and personnel clearances as required by the National Industrial Security Program prior to starting work on the contract. The contract period of performance will be 01 NOV 2000 through 31 OCT 2001 with 4 option years. The agency requires a transshipment function capability to: 1) Take possession of unclassified and classified materials at a material hand-off point and check for discrepancy on markings and documentation. 2) Unitize, band or stretch wrap and label material as needed for shipment. 3) Arrange for transportation to a single storage site and maintain a system capable of tracking and reporting shipment status from point of transshipment until point of delivery. 4) Upon the direction of the storage site, ship material direct to customers worldwide as required to meet specific required delivery dates. 5) Maintain distribution cycle time for hand-off possession/transshipment turnaround. 6) Maintain accurate hand-off and shipment records. 7) Maintain cost control system for first destination transportation services. 8) Plan, for, and be able to execuite, operations in support of surge workloads to maintain readiness or DOD contingency operations.
