Anderson, Contract Specialist, (202)692-1623 The Peace Corps seeks accommodations for Peace Corps Volunteers who return to the U.S. for diagnosis and/or treatment of medical conditions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is PCORPS-00-R-1001. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The Standard Industrial Classification Code for this requirement is 7011. The Peace Corps intends to award a Firm Fixed Price contract with a base period of twelve (12) months and four (4) 12-month option periods. The facility must be within the District of Columbia in the area bounded by 27th Street, NW, on the West; E Street, NW on the South; 16th Street, NW on the East and N Street, NW, on the North. Or in the Rosslyn area of Arlington, Virginia, in an area bounded by Moore Street on the East; North Washington Street on the West; Fort Myer on the South and the George Washington Parkway on the North. The following services must be provided: 1. Fourteen (14) suites accommodating up to three (3) guests with a minimum of: Individual kitchen facilities in each suite; individual bathroom facilities in each suite; and two beds and a convertible couch or three (3) beds. 2. One (1) room with two bedrooms. 3. Provision for linen and housekeeping services. 4. Use on 24-hour basis without prior notice but subject to usual registration requirements of lessor. 5. Telephone and entry accommodations (registration) on a 24 hour basis. Peace Corps relies heavily on telephone and fax communications to alert the hotel to arrivals and departures. 6. Message services: Peace Corps leaves messages by telephone or fax with the hotel for delivery to Volunteer guests about appointment schedules and othermatters. 7. Phone card accessibility: Volunteers are required to purchase phone cards to use in making long distance calls. Access to phones that accept these cards is required. 8. The lease will specify 15 rooms by room number for the permanent use of Peace Corps. Peace Corps will make individual room assignments based on the gender mix, medical conditions and other factors of the Volunteer group and advise the hotel by fax or telephone of any needed changes in room assignments. 9. Accommodations and common areas such as hallways, elevator and lobby shall be maintained and clean and orderly and with adequate lighting and ventilation. 10. The hotel, and at least one room that can be available to Peace Corps, must be accessible to wheelchairs. The room need not be one of those reserved exclusively for Peace Corps but must be available when needed. 11. Extra rooms available at bid rate price. From time to time extra rooms are required. When the Peace Corps needs extra rooms, and the hotel has rooms available, the hotel will provide the rooms at the rate per room bid for those rooms specified in the contract. In addition to the above requirements, the following services are preferred: 1. Transportation (courtesy bus service) between the hotel and: the airport; the Metro; the Peace Corps offices at 1111 20th Street and; the Georgetown Medical Center. 2. Floor plans of the rooms assigned to Peace Corps that allow for maximum privacy. 3. Access to exercise facilities. 4. A written procedure that describes how the hotel will make extra rooms available to Peace Corps when they are needed. 5. Access to an ice machine (use of ice pack is a common requirement for medevacs). Please note that the Government will make a pre-award inspection of the facilities. An inspection team will be utilized to inspect the requirements set forth above. The following FAR provisions and clauses are incorporated by reference and apply to this acquisition: FAR 52.212-1 INTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (AUG 1998); FAR 52.212-3 OFFEROR REPRESENTATONS AND CERTIFICATIONS -- COMMERICIAL ITEMS (OCT 1998). The offeror shall include a completed copy of the provision with their proposal. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (APR 1998); FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (JAN 1999); FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT; FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Peace Corps, price and other factors considered. The following factors shall be used to evaluate offers: 1. Quality of room to include kitchen and bathroom facilities; accessibility for disabled; living space. 2. Quality of the other services provided by the hotel: Exercise facilities; transportation provided by hotel; long distance telephone service; proximity of public transportation; message services; plan for additional rooms when needed; access to restaurant or food service; linen and housekeeping services; common areas. When evaluating proposals price and technical factors are considered equal in weight and importance. The Government reserves the right to make an award based on the proposal that offers the Best Value to the Peace Corps.
