Social Security Administration (SSA) plans to issue a solicitation for
a competitive 8(a) acquisition for cable installation, relocation,
termination and removal at SSA Headquarters in Baltimore County and
Baltimore City, Maryland and the Washington D.C. area. The contractor
shall furnish all management, supervision, labor and equipment
necessary for the safe, organized, and timely installation, relocation,
termination, and removal of cable. All contractor personnel shall be
required to undergo complete background investigations to determine
suitability for work on a government installation. The estimated price
range for this procurement shall be between $5,000,000 and
$10,000,000. The solicitation (SSA-RFP-00-0252) is to be issued on or
about May 2, 2000 with proposals being due 30 days later. The
acquisition will be subject to Federal Acquisition Regulation (FAR)
Parts 15 and 36, contracting by negotiation for construction contracts.
The Standard Industrial Classification code for this requirement is
1731 and the size standard is $7 million. This procurement is a 100
percent set-aside for 8(a) small and disadvantaged business concerns.
Offers from other than 8(a) small and disadvantaged business concerns
will not be considered. In order to be considered eligible for award,
an offeror must be an eligible participant in the 8(a) program for the
specified SIC code on the date set for receipt of proposals. Any
responsible and certified 8(a) source may submit a proposal which shall
be considered by the Agency. In accordance with FAR 5.102(a)(7),
availability of the solicitation will be limited to the electronic

is http://www.eps.gov. The Request for Proposal package will NOT be
directly provided in a paper hard copy format. Notification of any
changes to this solicitation (Amendments) shall be made only on the
Internet. It is therefore the contractor's responsibility to check the
internet site listed daily for any posted changes to the
solicitations. The SSA intends to award a firm, fixed price contract
for a base year of 12 months with four 1-year option periods as a
result of the solicitation with an expected start date of September 23,
