This is a request for proposals by the U.S. Customs Service to provide the Service with full program management of the Uniform Program: The requirements include establish and manage individual uniformed employee accounts, tracking of funding for these accounts, tracking of orders/returns/cancellations placed against these accounts, and maintaining detailed balances. The contractor shall be fully responsible for providing all uniform items to include but not limited to ceremonial, dress, work, rough duty, air and marine uniforms, outer wear, footwear, and accessories. The contractor shall either manufacture and/or acquire all items required under this contract. The contractor shall be responsible for providing warehousing and tracking of all inventories either manufactured or acquired. The contractor shall provide shipping, handling and delivery of all goods directly to all employee locations. The contractor shall provide an automated ordering process, to include a 24 hours 7 days a week on-line ordering process, and customer service during at least 8 core hours 5 days a week. The contractor shall provide, on an as needed basis, professional services for redesigning of uniform item. There are currently approximately 9,500 uniformed employees stationed throughout all 50 states, U.S. possessions and territories, and some in foreign countries. From time to time new/revised uniform items shall require a fast turn-around time. The uniform categories/classes currently include but may not be limited to the following. (1) Class I-Ceremonial Dress: consisting of coat, trousers/skirts, shirt, dress hat, tie, dress gloves, belt, shoes, and metal crow for hats. Dress Uniforms: consisting of dress shirt, longevity hash marks on shirts, rank shoulder boards, trousers/skirts, insignia, turtleneck and/or mock turtleneck knit shirts with U.S. Customs embroidery on neck in gold nameplate for Supervisors/Port Directors. Work Uniform: consisting of long and short sleeve shirts, work or plain front trousers, utility trousers, cargo trousers and cargo work trousers, rank shoulder boards, and ball cap with U.S. Customs embroidered in gold and adjustable leather strap. Battle Dress Uniform: long sleeve semi-fitted shirt, cargo type trousers. Administrative Support Uniform: consisting of unisex knit shirt in light and medium weights, plain front trousers, utility trousers, and cargo trousers, cargo work shorts, dress skirts, and ball caps with U.S. Customs embroidered in gold with leather adjustable strap. Aviation/Flight Uniforms, consisting of flight suit, jacket gloves in NOMEX fabric, and a tee shirt. Battle Dress Uniforms, consisting of oversized big shirt and cargo trousers that tie at the bottom of each leg. Maternity, consisting of a maternity jumper, trouser, and maternity shirt. Passenger Service Representatives, consisting of blazer, trouser/skirt, and dress shirt/blouse. There will be additional usage under the contract for a small group of Explorers, and Uniformed Honor Guards. Samples shall be a requirement under the proposal. Customs Service anticipates awarding one multi-year firm-fixed price, indefinite delivery indefinite quantity, commercial type contract. All responsible sources may submit an offer, which will be considered. The solicitation will be issued on or about April 21, 2000.
