The Aircrew Laser Eye Protection (ALEP) IPT, at 311th Human Systems
Program Office (SPO), Brooks AFB TX has developed the acquisition
strategy for the ALEP Program. The description of the program is to
design Laser Eye Protection devices in the ultra violet and near
infrared spectrum regions, that will not jeopardize safety of flight or
degrade mission accomplishment within the user operational enviornment.
The Program Definition and Risk Reduction (PDRR) effort includes
design, of the ALEP operational capability and sustainment. The
Government's intent is to compete the PDRR effort and award to two
contractors in accordance with source selection procedures. The
Engineering, Manufacturing and Development (EMD) and Production efforts
will be on spearate actions at a later date and time. The ALEP Program
is to provide Air Force personnel protection against Out-of-Band laser
devices/systems while minimizing adverse impacts to visual performance.
This is necessary because of the importance of visual performance in
safety of flight operations, mission accomplishment and aircrew
survival. The Operational Requirements Documents (ORD), "Draft" Systems
Requirement Document (SRD), "Draft" Request for Proposal (DRFP), and
other associated documents for the ALEP Program can be accessed on the

. Please note that the DRFP currently posted on the web still require
revision (deletion of the EMD effort). The formal solicitation will be
announced separately, which is anticipated to be released in May 2000.
All interested parties should fax or email your request to the
attention of the Procurement Contracting Officer (PCO) identified in
this notice, no phone requests will be accepted. Firms responding
should indicate whether they are a small business (SB), a small
disadvantage business (SDB), 8(a), or large business (LB). In addition,
please indicate if you would be a prime contractor or subcontractor for
this effort. Request all inputs from Industry be faxed or forwarded
electronically to the PCO identified in this notice. All potential
offerors should contact the buyer/PCO identified in this notice for
additional information and/or to communicate concerns, if any,
concerning this acquisition. If your concerns are not satisfied by the
contracting officer, an Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of an acquisition. The Ombudsman does not diminish the authority
of the program director or Contracting Officer, but communicates
Contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentially as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
