The St. Lawrence Development Corporation (Corporation) requires the services of an Architectural/Engineering (A/E) firm to evaluate the reliability of the Vertical Lift Gate operating machinery and control. The Vertical Lift Gate is an emergency lift gate located at the upstream end of Eisenhower Lock designed to be raised in the event that damage to or failure of a lock miter gate allows free flow of water through the lock. The Vertical Lift Gate is a steel structure which is 83 ft. wide and 46 ft. high having a dead weight of approximately 350 tons. The operating machinery consists of one hydraulic operating cylinder and pressure system on each side of the lock which are electrically interconnected for synchronization purposes. Each system consist of a cylinder having a 44.5 in. bore and a 23.5 ft. stroke, a variable discharge pump rated for 86 gpm at 1,100 psi and a skew control device to correct misalignment during gate operation. The A/E will be tasked with evaluating the condition of the operating equipment and control and making recommendations with respect to modifications/upgrades to improve its reliability. Recommendations shall include preliminary designs and cost estimates. A second phase may be awarded at a later date which shall include completing final designs, specifications, drawings and cost estimates for the selected upgrade alternative.
