This is a sources sought synopsis. This sources sought synopsis
requests information needed prior to release of any resultant
solicitation. OFFERORS SHOULD CAREFULLY READ THIS PORTION OF THE
SYNOPSIS. OFFERORS MUST ANSWER THE QUESTIONS CONTAINED (BELOW) IN THIS
SYNOPSIS. This is not a request for proposals and in no way obligates
the Government in an award of any contract. This sources sought
synopsis contains the most currently available information. This
information is subject to change at any time. The Technical Data
Support function at the Naval Air Depot (NADEP) Jacksonville, Florida
is seeking sources capable of providing Technical Data Support
Services. Currently, the Government in-house workforce is performing
these services. It is intended to perform a cost comparison, pursuant
to OMB Circular No. A-76 Commercial Activities Studies, in order to
determine the most efficient and cost effective performing activity.
Accordingly, a contract may or may not ultimately be awarded as a
result of the study/cost comparison. If a Contractor is found to be the
most cost effective performing activity, an award will be made in
accordance with OMB Circular A-76 in conjunction with all other
applicable Navy and Government acquisition regulations and best
practices. It is anticipated that personnel and facility requirements
will include the necessity to have or obtain security clearances. If
you are interested in competing for this requirement, please indicate
your interest by sending an email (only) no later than 27 April 2000 to
Mr. Greg Blew at blewgt@navair.navy.mil. All valid Internet responses
from prospective offerors must provide the return Internet email
address, mailing address, telephone number, facsimile number, and a
named point of contact within the body of their response. Internet
responses without the aforementioned information will not be recognized
as valid. In addition, to assist in the planning of acquisition
strategy, please respond to the following questions: (1) Is your
business a large business or small business? (2) If small, does your
firm qualify as disadvantaged? (3) Under which SIC codes are you
eligible to propose under (list all SIC codes)? NO SOLICITATION EXISTS
AT THIS TIME. Ultimately, the solicitation will be available over the
Internet in Microsoft Word 97 TM SR-2 format and will reside upon the
NAVAIR Homepage, locate on the World Wide Web. Specifically, the URL
or the NAVAIR Homepage is http://www.navair.navy.mil. Specific
directions to access NAVAIR online solicitations are as follows (or see
the direct access weblink below): From the homepage select "Business"
on the black menu bar directly beneath the TEAM banner. When the next
page comes up, select the first bullet entitled "Doing Business With
Us". After the next page loads, click the third bullet entitled "Open
Solicitations" at the second level of indenture, which resides under
the second bullet of first level indenture entitled "Doing Business
With The Naval Air Systems Command (NAVAIR)". It is anticipated that
the solicitation will be released in July 2000. It is recommended that
you respond to this synopsis, including all information required
above, if you would like to be notified electronically upon release of
the solicitation. Due to email "rules" (i.e. automatic routing), your
email MUST specify the following subject line (absent the quotations)
for request of solicitation notification: "RESPONSE TO SOURCES SOUGHT
AND REQUEST FOR NOTIFICATION OF RELEASE -- N00421-00-R-0484". All
offerors who request to be notified, in accordance with all
instructions herein, will be informed via email. Any offeror who's
request for notification is received different than specified herein
may not be notified upon the release of the solicitation due to the
automation of this process. It is the offerors responsibility to
provide an email address that is valid through the time of
notification. Any expected or actual changes to this address should
immediately be sent via email to the Contract Specialist with the
subject line (minus quotations) "NOTIFICATION OF EMAIL ADDRESS CHANGE
FOR SOLICITATION N00421-00-R-0484. Offeror's should note -- TELEPHONE
