Resources and Services Administration intends to negotiate on a SOLE
SOURCE basis with the Citizen Advocacy Center (CAC), 1400 16 St, NW,
Washington DC 20036. The purpose of this solicitation is to encourage
a more positive approach by health care organizations toward reporting
adverse actions to state professional licensing authorities, and, by
extension, to the National Practitioner Data Bank (NPDB), foster mutual
trust and positive working relationships between health care
organizations and the institutions to which mandatory reporting
requirement require them to report, to assist regulatory agencies in
establishing mechanisms and procedures for processing mandatory reports
so as to maximize their utility as a public protection tool, and to
improve health care quality by establishing constructive linkages
between total quality improvement initiatives at health care
institutions and the regulatory programs of state licensing boards.
Phases of this project include: Convening a retreat with health care
professionals and their associations and others to plan the program and
obtain stakeholder "buy in"; conduct pilot projects in various states
to participate in campaigns designed to increase quantity and quality
of reporting of adverse actions; convene regional meetings to present
and promote the pilot-tested models to encourage boards in other states
to follow the model; develop strategies and programs to promote
communication and cooperation between the patient safety/Total Quality
Improvement community and the regulatory community and promoting the
nationwide adoption of the pilot-tested mechanisms and procedures;
conduct final evaluation of the program. This procurement requires a
contractor with experience working on the needed collaboration between
regulators and health care organizations, extensive knowledge of the
regulatory requirements for health care organizations and the NPDB and
licensure certification, and contacts with the groups needed to ensure
accurate, proper, and timely reporting. Due to CAC's extensive work in
the area of mandatory hospital reporting under state law, prior work
with the NPDB, work on policy issues surrounding health licensure
certification and quality of care, and their connections to the many
interest groups required in order to collaborate for better reporting
of adverse actions, CAC is deemed the only responsible source capable
of providing the required work and services. A Justification for Other
