The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) plans to award a sole source simplified acquisition to Dr. Steve Gallon who heads up the Pacific Substance Abuse and Mental Health Collaborating Council. The purpose of this project is to design and explore ways to creatively implement a cost effective and culturally appropriate post-graduate substance abuse treatment curriculum that is integrated with primary care delivery for local physicians and medical officers currently practicing with the U.S. Associated Pacific Island jurisdictions. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
