Federal Technology Service (FTS), Office of Information Security (OIS)
intends to procure commercially available communication services,
which include radio ads being announced on the air, from the lowest
priced technically acceptable offer(s) for the services listed below.
This is a combined synopsis for commercial services prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. The provisions of FAR
52.121-1, Instructions to Offerors -- Commercial items. (JUN 1997)
applies to this solicitation. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This is a GSA, FTS, OIS solicitation, Number
GSA-TIM-2000-054 and is a request for proposal (RFP). The solicitation
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-16. This Solicitation is open to all
offerors. No further solicitation will be issued. SIC Code 7319,
(Advertising N.E.C.) will apply to this requirement. The objective of
the FTS direct marketing activities is to increase top of mind
awareness of FTS products and services to select target audiences
within the Washington, DC metropolitan area via creative execution of
radio advertisements. In addition this awareness will increase top of
mind awareness among Federal Consumers that FTS is the source for
one-stop shopping for Network Services and IT Solutions. The
transmission of these corporate messages will be accomplished, in part,
through the frequent communication of tactical messages via multiple
mediums to include radio advertising. Tactical messages about FTS
include: (a) providing value added IT services to the Government
community (b) creating Network Services and IT solutions together that
are responsive to all, yet appropriate to each (c) a customer-centric
focus and (d) promotion of specific FTS products/services (within the
context of the FTS corporate message). As part of FTS' Performance
Plan and Strategic Goals for FY 2000, the Department of Defense,
Environmental Protection Agency, Internal Revenue Service have been
identified as FTS' primary marketing targets. It is therefore
imperative that FTS advertise in channels that reach a large segment
agencies in particular. A number of strategies have been developed to
meet both the objective of Direct Marketing and the FY Strategic Goals,
which include: (a) the geographical focus of FTS promotion activities
will primarily cover the Washington, DC metropolitan area. (b)
selection of channels will be based on their ability to reach large
portions of Federal Government community in general and FTS' target
audience in particular. (c) when at all possible, corporate messages
would incorporate tactical messages about select FTS products and
services. FTS has determined that an integrated approach to promoting
FTS is the best means to increase top of mind awareness. Promotion
activities include advertising ontwo local radio stations, in metro
rail stations and in selected publications with a primary military
audience. Other promotions include web broadcasting, tradeshows and
spotlighting FTS technology through promotion of the WillowWoods
corporate headquarters. Prior to production (a) consult with FTS
representatives via face to face meeting(s) and telephone calls to
obtain clarification on concept for announcements and message strategy
(b) develop a project schedule to ensure delivery of final design and
copy by May 5, 2000 (unless otherwise specified, allow at least 3
business days for any FTS review) (c) present at least 3 comprehensive
scripts to execute message strategy (d) provide up to 3 rounds of
script content corrections (e) oversee the audio production of the FTS
approved announcement for two local radio stations. DELIVERABLES (1)
project Schedule (unless otherwise specified, allow at least 3 business
days for any FTS review (2) create a music image to assist FTS in
branding efforts. The sound effectmust be consistent with that of
government entity and in the image of a company which provides IT
solutions worldwide (3) for two radio stations, production of
announcements within the following formats (1) 60 second Commercial
within the context of a corporate message, and music image, a selected
FTS product and or service will be featured. Corporate announcement
will remain constant throughout the campaign, however every 4-6 weeks
one out of four selected FTS products or service announcements (donuts)
will be rotated in the 12-16 weekly radio spots per station. Therefore
four donut messages will also be required. (2) three 10 second
recorded billboard announcements, incorporating the music image in the
corporate message focusing on announcements of local events (i.e.
tradeshows, kick-off, workshops etc.) (a) re-edit or revise
announcements or recorded billboard announcements one time after
testing. (b) once advertising have been created on-hold tapes will be
produced for use as promotional pieces (i.e. "onhold" telephone
recordings) in local area. Additional details regarding usage will be
specified at time of production. Tasks to be completed under this
contract may be initiated only by the Project Coordinator or, in her
absence, an identified alternate in the Office of Strategic Planning
and Business Development (TEO). Specific dates-timeframes have not been
determined however, schedules will be furnished upon the award of the
contract. Proposal Submission: All tasks must be preceded by a written
estimate from the contractor with timeframes (i.e. number of
hours-days etc.) for completion. In addition, a full and complete
description of tasks are to be submitted along with associated costs.
All costs (created design, production, rush charges etc. if applicable)
are to be listed separately. Proposals are to contain a minimum of two
samples of similar work (i.e. for IT Solutions or Business to Business
promotion) produced within the past 24 months which demonstrates the
contractor's ability to creatively produce powerful compelling
messages. List should also include the contact's name and telephone
number. EVALUATION FACTORS (1) Past Performance on similar projects-
submit a written description of samples of similar work performed
within the past two years (2) References- submit a minimum of three
previous existing clients with names, numbers and types of projects (3)
PRICE- Provide standard cost breakdown for air time based on prime time
and off peak hours. Up to four (4) Indefinite-delivery Indefinite
Quantity contracts will be awarded, each with a base year and two (2)
one year renewal options. Awards will be on an all or none basis, i.e.
vendors should be capable of providing all services required. Each
contract will have a guaranteed minimum of $2,500.00. Payment by
Government Purchase Card (VISA) is authorized. This solicitation
document and incorporated provisions and clauses are those in effect

above are mandatory. Proposals should address all evaluation factors.
The Government will award a contract to the responsible offeror(s) that
are the best value considering technical capability, past performance
and price. Award may be held without discussions after receipt of
offers. Proposals are limited to 20 pages. Offers are due by mail or
