under full and open competition. The purpose of this proposed contract
is to conduct a secondary analysis of existing data to study the
relationship between access to alcoholism treatment and selective
enrollment in health care plans. The hypothesis of the proposed study
is to be that health plans that significantly increase access to
alcoholism treatment will differentially attract more enrollees who
have alcohol dependence or abuse (i.e., enrollees who are more likely
to utilize such service.) The successful offeror shall either posses or
obtain access to alcoholism treatment services. The successful offeror
shall prepare a manuscript research paper suitable for publication in
a peer-reviewed, scientific journal. It is anticipated that this
Request for Proposal will be issued on or about April 28, 2000. This
