This is a combined synopsis/solicitation for the aquisition of
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will NOT be issued.
Solicitation NE-30-00 is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Circular 97-15. The applicable Standard
Industrial Classification (SIC) code is 8731; size standard is 500
employees. The USDA Forest Service is soliciting for the acquisition of
Advisory and Assitance work to continue the development of aerial spray
simulation model with focus on the interaction between the mechanical
spray system, the aircraft wake, and the ambient atmosphere. Specific
attention will be given to the interaction of the aircraft wake with
the atmospheric vertical temperature profile, the interaction of
droplets with the plant canopy, downwash near plant canopies, detailed
aircraft wake dynamics and the physics of droplet evaporation in both
the near and far field. Task orders will be issued and payment made
based on the receipt of the specified tasks presented as modules which
are configured to be user ready and as plug-ins to the existing
models. All work must be technically correct and be presented in the
technical literature, pass peer review scrutiny and be published in the
peer review literature when applicable. The work will include techncial
presentations at places and times to be determined by the FS technical
representative. The successful contractor must be intimately familar
with existing techniques and have a proved track record of technical
investigation in the area including widely used modeling and peer
review publication. The contractor must also have proven ability and
experience in presenting and defending results in a technical forum.
Total dollar amount of task orders will NOTexceed the simplified
acquisition threshold. Offerors are requested to submitted a proposal
at a minimum addressing their qualifications addressing the above
addressed technical qualifications including fixed unit costs for
Hourly Senior Staff costs, overhead and profit percentages. Any travel
claimed will be in accordance with the Federal Travel Regulations. The
following provisions and clauses apply; Provision 52.212-1,
Instructions to Offerors -- Commercial, Instruction to Offerors --
Commercial (no adenda). Evaluation will be in accordance with FAR
52.212-2 based on price and the following other factors which are in
descending order of importance: (i) technical capability; (ii) price;
and (iii) past performance. Offers shall include a complete copy of FAR
52.212-3, Offeror Representatives and Certifications-Commercial Item,
(without Alternate); Clause FAR 52.212-4, Contract Terms and
Conditions-Commercial Items and FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (no additional clauses). Written quotes are due
at the USDA-Forest Service at the above address and to the Attention of
Patricia Pierce by 3:00 PM on May 4, 2000. Fax proposals will be
