Department of Agriculture, Rural Development, is gathering information
on the capability of small business firms in the State of Virginia to
provide single family housing appraisals to determine the fair market
value of its residential properties statewide. The appraisals are used
for the loan making, loan servicing, acquisition, and sale of single
family housing properties in Virginia. Approximately 500 single family
housing appraisals were requested in Fiscal Year 1999 and
approximately 500 single family housing appraisals are anticipated in
Fiscal Year 2000. This Sources Sought is for planning purposes only and
is not to be construed as an actual commitment by the Government. Each
firm responding to this notice must be a Licensed Residential
Appraiser, Certified Residential Appraiser, or Certified General
Appraiser in the State of Virginia. The correct U.S. Department of
Commerce Standard Industrial Classification Code for single family
housing appraisals is 6531, with a small business size standard of less
than $1.5 million in receipts over the past three fiscal years. Each
firm must state if it is a small business, small disadvantaged
business, 8(a), woman-owned business, or HUBZone. All Rural Development
(RD) single family housing appraisals shall be completed on Form RD
1922-8 "Uniform Residential Appraisal Report", or similar forms, in
accordance with Rural Development Instruction 1922-C, Appraisal of
Single Family Residential Property, and the Uniform Standards of
Professional Appraisal Practice (USPAP). The front page of the Housing
and Urban Development (HUD) Form 54891 shall be submitted with each
appraisal as well. In preparing appraisals for Rural Development, due
consideration shall be accorded to the following: location of the
property, use of comparable single family residential properties,
property improvements, depreciation, and the approaches used in
determining the value of the property. Photographs of the subject
property and any comparable properties used in the appraisal shall be
submitted with each appraisal. When responding to this RFI, indicate
the counties/cities in Virginia that could be provided appraisals by
