S -- SOLE SOURCE CONTRACT WITH AT&T WIRELESS SERVICE. Notice of intent to negotiate a sole source contract with AT&T Wireless Service for the installation of a cellular tower site at Pinon Canyon Maneuver Site (PCMS), Fort Carson, Colorado. Purpose of this contract is to provide for PCS type three cell site with Time Division Multiple Access (TDMA) capability, associated hardware, labor for full installation to include usage of FCC licensed frequencies, switching services, maintenance of cell site equipment, and engineering services for more than 150 users, and the option to purchase additional cell sites that would tie into the main site. Wireless communication coverage through Pinon Canyon Maneuver Site (PCMS) will use a Government owned private cellular site. Government TDMA/digital PCS phones will be used, programmed and authorized. Phones have ability for global international and nationwide access. AT&T will continue to provide TDMA cellular airtime service IAW current contract DAKF06-98-D-0005. This requirement for cellular site is to tie into Fort Carson owned circuits to ensure no "roaming" costs are incurred. A competitive solicitation will not be issued.
