Pre-Solicitation Notice: Best Value Construction Services Task Order Contract (TOC). The USPFO for Oklahoma National Guard, Will Rogers Air National Guard Base, Oklahoma City, Oklahoma is soliciting proposals for multiple discipline, multiple-year maintenance, repair and construction service contracts. The Standard Industry Codes (SIC) 15 and 17 will apply for this procurement. Multiple award will be made. Task orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend contracts for four (4) additional one year periods. Task orders shall not exceed a cumulative amount of $10 million to any one contractor; and an individual task order shall not exceed $500 thousand. There is a minimum guarantee of $2,000 worth of work to each awarded contractor over the life of the contract, including option years if executed. Emergency response time will be 24 hours after notification of the emergency. Source selection procedures in accordance with DFAR Part 215.605 shall be utilized for the basic Task Order Contract (TOC). Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Quality Control Plan, Financial Capability and Technical Support Staff; (2) Company Experience; (3) Location in relation to the work-site.
