Small Turbine Aircraft. The Office of Aircraft Services (OAS) is developing a fleet modernization and replacement plan to provide approximately 15 replacement airplanes for part of the DOI Bureaus existing fleet. This fleet consists of a mix of Cessna 182, 206 Partenavia and Dehavilland aircraft used in an aerial survey and mission support roles. Offered aircraft must be certificated to US civil aircraft standards. The desired aircraft will has mix of characteristics not known to exist in current production airplanes. The airplane should have low direct operating costs with conventional construction, amphibious and wheel / ski landing gear configurations, extraordinary outward visibility, large payload, uses turbine fuel, and has an endurance of more than six hours. Flight parameters include a wide range of survey airspeeds accompanied by a high cruise speed. Areas of operation vary from the arctic North Slope through the desert to tropical environments. Both VFR and IFR flight is anticipated. Flight controls need to be simple and conventional. The use of onboard-computerized survey systems may preclude instrumentation and control systems that are EMP intolerant. The aircraft must be able to be maintained by personnel in remote locations without resorting to extensive retraining and adding additional equipment to that normally found in general aviation locations.
